GENERAL PROCUREMENT NOTICE


AZERBAIJAN REPUBLIC
Corporate and Public Sector Accountability Project
Sector: General Finance Credit No. 4405 AZ
Grant No. TF057849


The Ministry of Finance of Republic of Azerbaijan has received financing in the amount of 24 million US$ equivalent from the World Bank toward the cost of the Corporate and Public Sector Accountability Project, and it intends to apply part of the proceeds to payments for goods and consulting services to be procured under this project. This project will be jointly financed by the Japan Government (PHRD Grant), Swiss State Secretariat for Economic Affairs (SECO Grant) and Azerbaijan Government.

The project will include the following main components:

Component 1: Corporate Sector Accountability

1. Audit related Technical Assistance

Component 2: Public Sector Accountability

1. Technical Assistance for implementation of NASBOs
2. Technical Assistance to Chamber of Accounts

Component 3: Strengthening accounting, auditing and financial management capacity

1. Development of a single set of regulations for provision of accounting and audit trainings, licensing of education providers, development of education standards and training materials for retraining of University professors and different types of students, organization of study tours.

2. Establishment of ACPATER under the MOF. Development of education standards and training materials for the Centre in line with IFRS and IPSAS, delivery of trainings to students at the Centre.

3. Train the trainer program for local potential tutors and developing Certification Program for the Centre.

Component 4: Project Management.

The Project Management Unit within the Ministry of Finance is to be responsible for the preparation, implementation and management of Corporate and Public Sector Accountability Project.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (published in May 2004 and revised in October 2006), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (published in May 2004 and revised in October 2006).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket and in local newspaper after the approving and publishing of general procurement notice.

Interested consultants who wish to receive a copy of advertisement requesting expressions of interest for consultancy contracts, and interested eligible bidders who wish to be included on the mailing list to receive invitations to bid under ICB procedures, or those requiring additional information, should contact the address below.
