This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Quotes must remain effective until 30 Sept 2009. This solicitation is issued as a Request for Quotation (RFQ) No, FA7012-09-T-0054. The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-34. This is set aside 100% for small business concerns. The North American Industry Classification System code (NAICS) is 332311, with a business size standard of 500 employees.

CONTRACT LINE ITEMS: 0001: Prefabricated steel UL Level 8 Bullet Resistant Guard Attendant Booth, 11'10" x 22' X 9'6" nominal height, plus about 24 additional HVAC height, with the following features: Booth will be designed to meet or exceed U.L. 752 standards for Level 8 bullet resistance. FRAME: To be minium A-500, 3" x 3" structural mechancial steel tubing. WALL SYSTEM: To be minium of A-527, 16ga. colled rolled galvanized steel panels for the interior with and U.L. Level 8 armour plate steel. ROOF: To be all steel construction, designed for exterior use, insulated to R-19. Roof to have a with a 28" tall parapet style fascia with 1" overhange on all sides. FLOOR: Unit to have R-10 insulated A-569, 11ga steel plate floor with heavy duty black 1/8" x 19" raised rubber tiles and base cove, mounted on a 3" steel tube frame and joints. DOORS: Unitto have one heavy duty commericial steel framed slide door. Door to be top hung on a minium of eight 3" diameter steel ball bearing rollers in a steel upper track with stainless steel lower guide, stainless steel pull handle welded to the door and commercial mortise lock. Unit to have one heavy duty commercial grade swing out door with vision pane, hydraulic closer, full length stainless steel hinge, lock set with panic / crash bar, heavy duty hardware and complete weather stripping. Doors are level 8 bullet resistant. WINDOWS: Unit to have hardended steel window frame system with welded corners. Unit to have four horizontal slide windows with fixed windows on all other sides, all glazing to be tinted, U.L. Level 8 glass clad polycarbonate. ELECTRIC SYSTEM: to be all U.L. approved fixtures wired to N.E.C. standards with, interior 1' x 4'. ELECTRIC SYSTEM: To be all U.L. approved fixtures wired to N.E.C. standards with, interior 1' x 4' dual bulb fluorescent light fixturess recessed in a 16ga. galvanized steel ceiling, controlled by single pole wall switch, four exterior 500 watt guartz halogen flood lights controlled by a single pole wall switch,eight duplex outlet receptacles at the front of the booth and five 115 volt duplex outlet receptacles at the rear of the booth, all wired to 125 Amp, 120/240 volt, 24 pole, 3 wire single phase load center. CONDUITS & BOXES: Unit to have one J-Box mounted at the front and rear of the booth, each with empty 3/4" conduit runs to the stub area for Data & Communications. SHELVES: Unit to have one front "Z" shaped staninless steel shelf mounted on the 11'10" end wall with flip top built in for entry. Shelf to be 24" deep, mounted at 34" above finished floor, and to have a #4 finish. AIR CONDITIONER: Unit to have a roof mounted HVAC with a minimum of 24,000 BTU cooling and heating, complete ducting, electrical runs and wall mounted thermostat. BENCH: Unit to have 12' long stainless steel bench with dividers mounted on the left side wall. WATER PROOFING: All seams and joints are to be pressure bonderized, all openings to be fully weather stripped. FINISH: Unit to be electostactically painted with RUST inhibitive coating system, using a high primer, and two part catalyst polyurethane finish coat.

0002: Freight cost: The booth will ship in once piece, totally prefabricated,completely wired and painted. It will be delivered on a flat bed truck and will be off-loaded on site by the Government.

INSPECTION CONDITIONS AND TERMS: Items shall be priced FOB Destination. Delivery/Acceptance will be at 11 WG/SFS 421 BROOKLEY AVE, Bolling AFB DC 20032-0305. Items shall be delivered no later than 30 days after receipt of order.

FAR PROVISIONS: The provisions at ADDNEDUM TO 52.212-1, "Instructions to Offerors - Commercial Items" (JUN 2008) Paragraph (c), Period of Acceptance of Offers, is hereby changed from 30 calendar days to 90 calendar days. Add paragraph (m), Funds Availability: Award for this acquisition is contingent on availability of funds. Addendum to FAR Clause 52.212-1 applies to this acquisition are as follow: 52.214-31, 52.214-34, 52.214-35, 52.219-1, 52.225-18, 52.252-1 http://farsite.hill.af.mil, 52.252-5: (b) DFARS (Chapter 2), and 252.225-7000.

EVALUATION PROCEDURES: The Government will select the best overall offer based on Price and descriptive literature. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation; will be the most advantageous to the Government in accordance with the requirement. Only those offerors determined to be in compliance with the requirements as stated in this solicitation will be considered for award. If additional information is required to support price reasonableness, each offeror may be requested to provide a hard copy of their price break-down. Non-conformance with this requirement may result in offeror's quote being determined unacceptable.

FAR 52.212-3, "Offeror Representations and Certifications-Commercial Items" applies to this acquisition and offeror(s) must include, a completed copy with its offer. FAR 52.212-3 can be obtained from http://farsite.hill.af.mil or from http://orca.bpn.gov if registered in ORCA (online Representation and Certifications application). An offeror shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certificates electronically at ORCA. If an offeror has not completed the annual representations and certifications at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision.

1. Question:
Does the parapet style fascia need to be rated at UL Level 8?

Answer:
Yes, this is a unit safety requirement

2. Question:
What are the dimensions for the doors and windows?

Answer:
Both doors are 36 inches wide and have a clearance of 6 feet 8 inches. The windows are 36 inches wide and 41 inches in height.

3. Question:
Could you explain why the unit finish has to be "electrostaticaly" painted and whether an alternative application system is acceptable?

Answer:
They do not offer an alternative finish. This is a heavy duty finish that is incorporated with the UL Level 8 finish.

4. Question:
Are there any drawings of the booth?

Answer:
Please see the attached drawing

5. Question:
Can you please get me the appropriate specifications and drawings for this project?

Answer:

6. Question:
What is the exterior and interior color specification, is there a particular FED STD 595C color that you are looking to match 2?

Answer:
No specific color has been picked as of yet

7. Question:
The requirement for the parapet on the top of the building is it decorative or is it intended to meet the same ballistics requirement as the rest of the structure is required to meet?

Answer:
It does not have to meet the same ballistic requirement. The ballistic requirement is for the walls and windows from floor to ceiling.


8. Question:
Do you have a door specification for the sliding door on the side of the building, how large?

Answer:
The door is 36 inches wide and 6 feet 8 inches in height. Not sure what you mean by forced entry protection but it does have to have a commercial mortise lock.


9. Question:
Does it require forced entry protection?

Answer:
Must have a commercial mortise lock

10. Question:
Do you have any further or more specific specifications as to the interior layout and the "bench" referred to in the solicitation?

Answer:
The bench is on the long wall across from the sliding door and is 12 feet long, 18 inches deep and, 18 inches from the floor. The bench also has dividers under the bench to provide 6 cubby holes for gear storage. The sketch also specifies were power outlets and LAN/phone drops are to be. The counter is to be Z shaped mounted on the 11'10" end wall. The counter will have a flip top in the middle section of the Z. The counter will be 24" deep and mounted 34" above the finished floor. 2 parts of the counter will be 4' long and the longer section mounted along the wall will be 7' 10".
