The G.V. (Sonny) Montgomery VA Medical Center, Jackson, MS, is seeking Architect-Engineering (AE) design services to provide complete drawings, specifications, and cost estimates for the work to install, connect and test a stand-by emergency generator, automatic transfer switch and associated electrical distribution system to operate the entire electrical demand at the VA Regional Office located at 1600 E. Woodrow Wilson Ave., Jackson, MS. THIS REQUIREMENT IS SET ASIDE FOR EMERGING SMALL BUSINESSES. The North American Industry Classification System (NAICS) Code is 541310, and the Emerging Small Business Size Standard is $2.25 Million average annual gross revenues for the past three fiscal years. Geographic area of consideration is within a 100-mile radius of the Jackson, MS metropolitan area. To be considered for award, an A-E firm must be registered in the Central Contractor Registration (CCR) database. A-E firms can obtain CCR registration information and annual confirmation requirements by calling 1-888-227-2423 or 269-961-5757; or by visiting the CCR web site at http://www.ccr.gov. The A-E is also required to submit Annual Representations and Certifications via the Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov. Registration in ORCA requires an active Central Contractor Registration (CCR) record and a Marketing Partner Identification Number (MPIN) identified in the CCR record. The firm's DUNS number and MPIN act as its ID and password into ORCA. Information in ORCA must be reviewed and/or updated when necessary, but at least annually in order to maintain active status. Firms interested in being considered for this project are to submit their completed SF 330 electronically to lisa.maisel@va.gov no later than 2:00 P.M. local time on August 5, 2009. The A/E selection criteria shall include: 1) Specialized experience and technical competence of the firm (including a joint venture or association) with the type of services required (0 to 40 points). 2) Specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team (0 to 40 points). 3) Professional capacity of the firm in the designated geographic area of the project to perform work (including any specialized services) within the time limitations. Unusually large existing workload that may limit A/E's capacity to perform project work expeditiously (0 to 20 points). 4) Past record of performance on contracts with the Department of Veterans Affairs. This factor may be used to adjust scoring for any unusual circumstances that may be considered to deter adequate performance by an A/E. (Firms with no previous VA experience receive a +5 rating) (-20 to 20 points). 5) Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project is located (0 to 20 points). 6) Demonstrate success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design (0 to 20 points). 7) Inclusion of small business consultant(s) (1 point), and/or minority owned consultant(s) (1 point), and/or women-owned consultant(s) (1 point), and/or veteran owned consultant(s) (1 point), and/or disadvantage veteran owned consultant(s) (1 point), and/or HUBZone consultant(s) (1 point) (0 to 6 points). Scoring Key for Criteria 1 and 2: Poor = 0 points; Marginal = 5-10 points; Acceptable = 15-25 points; Very Good = 30-35 points; Outstanding = 40 points. Scoring Key for Criteria 3, 5, and 6: Poor = 0 points; Marginal = 5 points; Acceptable = 10 points; Very Good = 15 points; Outstanding = 20 points. Scoring Key for Criteria 4: Poor = -20 points; Marginal = -10 points; Acceptable = 0 points; Very Good = 10 points; Outstanding = 20 points. Scoring Key for Criteria 7: Poor = 0 points; Marginal = 1-2 points; Acceptable = 3-4 points; Very Good = 5 points; Outstanding = 6 points. The completed SF 330 will be evaluated by the VA Regional Office Architect Engineer Evaluation Board. Discussions shall be held with the top three (3) firms selected based on submittal of SF 330's. Engineering Services shall provide a listing, in order of preference, to Purchasing & Contracting (P&C) for negotiations. In accordance with FAR 36.606, negotiations shall be conducted beginning with the most preferred firm in the final selection.

The purpose of this modification is to change the NAICS to 541330, Engineering Services; extend the geographic area of consideration to within a 150-mile radius of the Jackson, MS metropolitan area; and extend the required response date to Wednesday, August 12. The Emerging Small Business set-aside remains the same ($2.25 Million average annual gross revenues for the past three fiscal years).
