Invitation for Bids(IFB) THE SOCIALIST REPUBLIC OF VIETNAM SECOND TRANSMISSION AND DISTRIBUTION PROJECT Credit No.: Cr.4107-VN SUB-PROJECT: 500KV PHULAM # O MON TRANSMISSION LINE PACKAGE 5.1: SUPPLY OFREACTORS AND SERVICES FOR EXTENSION BAY OF 500kV PHU LAM # O MON TRANSMISSION LINE 1. This Invitation for Bids follows the GeneralProcurement Notice for this Project that appeared in Development Business, issue no. 670 of January 16, 2006. 2. The Socialist Republic of Vietnam hasreceived aCredit from the International Development Association (IDA) toward the cost of the Second Transmission and Distribution Project andit intends to apply part of the proceeds of this Credit to paymentunder the Contract for Package 5.1: Supply of reactors andservices for extension bay of 500kV Phu Lam # O Mon transmission line. 3. Under the authorization of National PowerTransmission Corporation, the Southern Vietnam Power Project Management Board (SPPMB) now invites sealed bids from eligible andqualified bidders for Package 5.1: Supply of reactors and services for extension bay of 500kV Phu Lam # O Mon transmissionline. 4. Bidding will be conducted through the International Competitive Bidding (ICB)procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries asdefined in the Guidelines. 5. Interested eligible bidders may obtain furtherinformation from SPPMB and inspect the Bidding Documents at the address given below from July 3rd, 2009 during workingtime (8:00 to 16:00 Vietnamese time on working day). 6. Qualifications requirements include: (i) Bidder hascarried out at least two similar contracts within the last 5 years (2004-2008) (A similar contract means a contract for supply of500kV reactor), (ii) has adequate financial resources, and (iii) is in compliance with ISO-9001:2000 or equivalent qualityrequirements in manufacturing and technical standards for the goods supplied. A margin of preference for certain goods manufactured domestically shall be applied.Additional details are provided in the Bidding Documents. 7. A complete set of Bidding Documents in English maybe purchased by interested bidders on the submission of a written Application to the address below and upon payment of a nonrefundable fee of USD 200. The method of payment will be cash, cheque or by transfer of funds to the Bank account no.31010370009091 (for USD) or 31010000001321 (for VND), Bank for Investment and Development of Vietnam, Branch in Ho Chi Minh City.The Bidding Documents may be directly collected at the address below or sent by courier upon the Bidder's written request andpayment of an additional amount of USD 50 for oversea delivery or VND200,000 for delivery within Vietnam. 8. Bids must be delivered to the addressbelow at or before 9:15AM(Vietnamese time) on August 18th, 2009 (called deadline for submission of bids). Electronic bidding will not bepermitted.
