SECTION I: CONTRACTING AUTHORITY

SECTION II.A: OBJECT OF THE CONTRACT (WORKS)
II.1) TITLE ATTRIBUTED TO THE CONTRACT BY THE CONTRACTING AUTHORITY:
UK-St Albans: cotlandswick leisure development.
II.2) TYPE OF CONTRACT AND LOCATION OF WORKS: Main site or location of
works: SACDC are seeking a new leisure facility at Cotlandswick Open
Space, London Colney to serve the people living in the south of the
district. The new facility is intended to cater for the ongoing sport and
leisure needs of the residents and visitors to the district by replacing
the Bricket Wood Sports Centre (scheduled to close in 2010) and London
Colney Recreation Centre (scheduled to close when the new facility is
built at Cotlandswick).
The site is approximately 4.09 hectares (10.1 acres) and with potential to
be accessed directly off High Street, London Colney.

II.3) THIS NOTICE INVOLVES A FRAMEWORK AGREEMENT: no.
II.4) SHORT DESCRIPTION OF NATURE AND SCOPE OF WORKS: Construction work
of leisure facilities. Landscaping work for sports grounds and
recreational areas. Recreational, cultural and sporting services.
Development of non-residential real estate.
Division into lots: no.
II.5) COMMON PROCUREMENT VOCABULARY (CPV): 45212100, 92000000, 70112000,
45112720.
II.6) SCHEDULED DATE FOR START OF AWARD PROCEDURES AND DURATION OF THE
CONTRACT: Scheduled date for start of award procedures: 3.8.2009.
II.8) ADDITIONAL INFORMATION: This is a developer led opportunity and it
is anticipated that the project will comprise a commercial leisure
development and public leisure facilities that will be delivered in
partnership with the Council. The site offers the opportunity to develop
commercial leisure facilities and, as a minimum, the Council are seeking
the development of the following public leisure facilities:
— 2-4 badminton court sports hall,
— Community swimming pool (subject to affordability),
— Multi purpose room,
— Fitness suite,
— Male & female dry changing rooms (or other combination),
— Full size synthetic turf pitch and changing rooms,
— Vending zone.
In addition, re-provision of the existing children's play area and BMX
track will be required within the site.
To increase the attractiveness of this proposal to the market, the Council
will provide 850 000 GBP of existing Section 106 contributions as
partnership funding.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: This will be a
competitive dialogue procurement. Consequently it will be for bidders to
put forward their proposed solutions. The Council's preference will be for
solutions whereby a contractor designs, builds and operates the new
facilities.
SECTION VI: COMPLEMENTARY INFORMATION
VI.1) CONTRACT RELATED TO A PROJECT AND/OR PROGRAMME FINANCED BY
COMMUNITY FUNDS: No.
VI.2) ADDITIONAL INFORMATION: SACDC is currently developing the
Cotlandswick project and the intention of this prior information notice
is:
a) to provide the market with early notification of its intention to
market this site in the near future and
b) gain a better understanding of the general level of interest in the
project.
More specifically, SACDC will be conducting a market testing exercise
seeking the views of leisure developers, operators and management
specialists on the potential viability and deliverability of the proposed
development. In particular, the Council is keen to gain a better
understanding of the level of interest from commercial leisure
developers/operators, the type of commercial facility that could be
developed on the site, views on the minimum public leisure facility
requirement and any significant constraints to development.
Further information on the proposed development and instructions on how to
participate in the market testing exercise are available on a secure part
of the Drivers Jonas website.

Any persons/organisations that would like to participate in the market
testing exercise should email cotlandswick@driversjonas.com with your
name, company details and a contact telephone number, fax number and email
address. You will be provided with a password to gain access to the market
testing questionnaire and the following background information:

— Statement on the Council's corporate objectives,
— Aerial photography,
— Site location plan,
— Site plan indicating the Council's entire leasehold interest at
Cotlandswick,
— Public facility requirements,
— Statement on current planning policy position and emerging policy,
— Brief utilities and services information,
— Brief geotechnical history,
— Brief ecological assessment.
Instructions for completing the questionnaire:
Please provide your responses to the questionnaire as a separate document
clearly referencing all sections and/or question numbers. Once complete
the questionnaire should be returned to Drivers Jonas, 85 King William
Street, London EC4N 7BL, UNITED KINGDOM by no later than Friday 31.7.2009
