THIS IS NOT A REQUEST FOR PROPOSALS. THIS IS FOR INFORMATION PURPOSES ONLY. A Systems Approach to High Performance Buildings: A Computational Systems Engineering R&D PRogram to Increase DoD Energy Efficiency. This is for work previously solicited under BAA-09-09-0003 dated 07 January 2009. Proposals have already been received and selections made. This is only a notice that this project will be funded using American Recovery and Reinvestment Act (ARRA) Funds.

RECOVERY--Above referenced award notice is corrected to read:

Project Number SI-1709 entitled A Systems Approach to High Performance Buildings: A Computational Systems Engineering R&D Program to Increase Energy Efficiency. This work falls within both topic areas of Continuous Building Commissioning and Landfill Gas Energy Capture. The ARRA funding for this reporting action of $474,668.00 falls under the category of Landfill Gas Energy Capture and $2,754,000.00 falls under the category of Continuous Building Commissioning.

RATIONALE FOR CONTRACT AWARD THAT IS NOT FIXED-PRICE: This is a R&D type contract in support of the Environmental Security Technology Certification Program (ESTCP) issued against BAA-09-0003. Cost reimbursement contracts are suitable for use when uncertainties involved in contract performance do not permit cost to be estimated with sufficient accuracy to use any type of fixed price contract. The nature of development work often requires a cost-reimbursement arrangement. In addition, the contractor's accounting system has been deemed adequate for determining cost applicable to the contract and appropriate Government surveillance during performance will provide reasonable assurance that efficient methods and cost controls are used.
