VACANT POSITIONS AT INSTITUTIONAL REFORM AND CAPACITY BUILDING (IRCBP) PROJECT

In 2004 the Local Government Act ushered in the Sierra Leone Government’s programme of decentralization. To ensure the successful implementation of the programme, the Decentralisation Secretariat (DecSec) was established in May 2004 as a Directorate of the Ministry of Internal Affairs, Local Government and Rural Development (MIALGRD) and it was aligned under the IRCBP with the Local Government Finance Department (LGFD) which is a functional unit of the Ministry of Finance and Economic Development. A dedicated Project Coordination Unit (PCU) was also established. With a view to strengthening the performance effectiveness of the overall Project team and also as a step towards all decentralization tasks being progressively integrated into mainstream Government structures, a functional review of IRCBP was recently carried out. The review has resulted in the creation of new staff positions and the endorsement of some existing staff positions, some of which are currently vacant.

The Government is therefore seeking to engage suitably qualified and experienced Sierra Leoneans to fill the following positions:

(iii) Capacity Building Manager
(iv) Monitoring Manager
(v) Gender Specialist

POST SUMMARIES AND REQUIRED QUALIFICATIONS & EXPERIENCE
1. Director, Decentralization Secretariat
The Director provides strategic leadership and guidance to the Decentralisation Team and has ultimate management responsibility for all DecSec outputs. The Director will lead the preparation of a national decentralization policy and will coordinate its implementation. In the coming period the Director will also work closely with MIALGRD to facilitate the smooth mainstreaming of DecSec tasks into Ministry structures with the full assumption of responsibilities being scheduled for the start of 2011.
Applicants should possess a Masters degree in development, public administration, policy planning and management or a related discipline with strong technical and analytic skills; at least fifteen (15) years of relevant experience especially in the area of decentralization and local governance. At least seven (7) years experience should have been gained as a senior manager in a recognised development or goverannce institution.

2. Legal and Governance Manager
This position has been created to coordinate the development of a robust and appropriate legal and policy framework for the decentralization process and, in parallel, to provide ongoing analysis of the governance aspects of all IRCBP expected outcomes thus ensuring congruence in the related activities of the Annual Work Plan.
Applicants must be Barristers at Law with a Master’s Degree in Law or Business Administration, Public Administration, Political Sciences, or a related field with a minimum eight (8) years of relevant experience, three (3) of which should have been in a management capacity within a governance- related activity. A demonstrable post-qualification training or experience in the development of legal drafting skills is required. Ability to prepare concise user friendly guidelines and to effectively communicate legal concepts and interpretations to senior administrators, technical staff, councillors and citizens.
3. Capacity Building Manager
The Capacity Building Manager will assist key stakeholders, particularly the Local councils, to enhance their capabilities in identifying and meeting development challenges in a sustainable manner. S/he will update and coordinate the implementation of a comprehensive capacity building programme to support decentralization.
Applicants should possess a Master’s degree in human resource development or any related discipline with eight (8) years of relevant experience especially in the area of capacity building or institutional development, decentralization and local governance. Three (3) of these should have been gained as a manager in a recognised development or goverannce institution.
4. Monitoring Manager
The primary responsibility of the Monitoring Manager will be to support the design and implementation of an integrated M&E system for the Local Councils for use by MIALGRD. In addition, the Monitoring Manager will collaborate with donor and civil society partners to pilot appropriate social accountability mechanisms - such as community based monitoring groups – aiming to increase the public’s involvement in holding governments accountable for service delivery responsibilities.

Applicants must possess a Master’s degree in Social science, statistics, economics or a related discipline relevant to M&E programme design and management. Applicants must have a minimum of eight (8) years experience in project monitoring, data collection/surveys and analysis of data, three (3) of which must have been gained as a manager within an internationally funded project or NGO. High level computer skills are required including with statistical programmes SPSS, STATA, SAS etc. Experience in training and facilitation of M&E activities.

5. Gender Specialist
The Gender Specialist will be concerned with analyzing and advising on all gender aspects of the decentralization reform and will ensure that programme responses are coherently structured and delivered and consistently monitored for outcome relevance and effectiveness.

Applicants must possess a Master’s Degree in Gender Studies, Social Sciences, Public Policy or a related field. Must be able to demonstrate a thorough knowledge of gender issues and their incorporation into project analysis and planning for programmes of reform in the public sector. A minimum of five (5) years working within internationally-funded social development programmes.


6. Director, Local Government Finance Department
The Director, LGFD is the principal adviser to the Financial Secretary, MoFED, on local government finance matters. The post holder also leads on the secretariat function provided to the Local Government Finance Committee established under the 2004 Local Government Act. The Director is the principal administrative agent in the implementation of the Government’s Fiscal Decentralisation strategy and is responsible for managing the outputs of the entire staff of the Directorate in this respect.

Applicantrs must have a Masters degree in Economics or a related field. Public Sector applicants should have at least eight (8) years working experience after initial tertiary training, five (5) of which must be at a senior level in finance and budgeting. Private sector applicants should have at least fifteen (15) years working experience, seven (7) of which should be in financial management. A doctoral degree in economics (esp, public finance) will be an advantage.
Applicants must have program or project management experience. Proficiency in computer-based applications, including Excel, is also necessary.
7. Senior Local Government Finance Officer (Technical)
Reporting to the Director, the officer will be responsible for the planning and budgeting functions of the department, including the determination of a devolution framework, disaggregation of the national budget at the district level, revenue estimation and forecasting, and planning and budgeting for local council grants based on an agreed resource distribution formula and consistent with the devolution timetable.
Applicants must have a good Bachelors degree in Economics or Accounting with at least eight (8) years’ working experience, not less than three (3) of which must be in public sector budgeting or economic policy formulation and monitoring. An Masters degree in economics will be an advantage.
Proficiency in computer-based application including excel, is required.
