Notice of Emergent Bidding for Commissioning Project

1. Subject Matters of the Bidding

A. Project title : The forth phase project of establishing and operating the national marine environment information system(MEIS)

 B. Implementing agency : Ministry of Land, Transport and Maritime Affairs (MLTM)

 C. Project overview

  1) Project overview (please refer to the Request for Proposal for further details);

   to develop the mirror site of YSLME(Yellow Sea Large Marine Ecosystem) DB system(please refer to the relevant Web site, www.ysdb.org);

   to develop RFP(Request for Proposal) for establishing the ISP(Information Strategy Plan) of future MEIS system;

   to design the information sharing network between MEISsystem and the marine environment related International Organizations' information system;

   to develop additional integrating DB and GIS information to MEIS system, including the Korea-China joint research data on Yellow Sea from 1994 and the DB of WIS(Wetland Information System), and

   etc requested in the proposal of this project.

  2) Budget : 300,000,000 won (VAT included)

  3)  Period : 6 month from the date of contract

2. Qualifications for Bid Participation

    Those who are entitled to participate in the bidding under Article 12 of the Enforcement Decree of the Act on Contracts to Which the State is a Party and have completed the notice of the Software Industry Company under the Article 24 of the Software Industry Promotion Act.

3. Selection of a Successful Bidder

 A. The Contracts are applied to the Article 14(Contract by negotiation) and the Article 72(Joint Contract) of the Enforcement Decree of the Act.

 B. The technological evaluation on the proposal will be conducted by forming an evaluation committee.

     (Evaluation of technological capability(90%) + evaluation of bidding prices (10%)

 C. Contracts are signed through negotiation processes after evaluating proposals. The negotiation is to proceed with  those bidder which gained the evaluation grade of more than 70 points including the technological evaluation points and the price proposal evaluation points.

 D. Please refer to the RFP(the Request for Proposal) of this project for the technological evaluation on the proposal and the evaluation of bidding prices in detail.

4. Submission of Proposal and Bidding Participation Documents

A. Presentation on Request For Proposal (RFP) : none

B. Submission of Proposal and Bid Form Price proposal

   Necessary documents

  - Proposal and proposal summary (6 copies each, and 1 CD)

   -Bid form Price proposal, price calculation detail(1 sealed copy each)

  Date of submission : by 17:00 hrs on 14. July 2009

  Place of submission

  - Proposal and proposal summary to Marine Environment Policy Division, Ministry of Land, Transport and Maritime Affairs.

   -Bid form Price proposal and price calculation detail to General Services Division, Ministry of Land, Transport and Maritime Affairs.

C. Submission of Bid Participation Registration Documents

  Necessary documents

   -Bid participation application, copy of business registration certificate, Corporation register (1 copy each)

   -Certificate of the corporation's seal impression, report for using the corporation seal impression, Corporation register (1 copy each)

   - Certificate of National and Local tax payment (1 copy each)

   -In the case of Joint Venture, Joint Venture Agreement , Memorandum of Agreement (1 copy each)

    ․Business registration certificate, certificate of the corporation's seal impression, report for using the corporation seal impression, corporation register, Certificate of National and Local tax payment for each member of the joint venture (1 copy each)

   - Tender deposit (Over 5/100 of bidding price)

     Tender deposit is subject to the Article 37 and 38 of the Enforcement Decree of the Act on Contracts to which the State is a Party.

  Date of submission : by 17:00 hrs on 14. July 2009

  place of submission : General Services Division, Ministry of Land, Transport and Maritime Affairs.

 C. Presentation on proposal

   Date : 14:00 hrs on 16. July 2009

   Place : to be noticed individually on the phone

 D. Date and Place for contract negotiation

   The priority for negotiation will be decided  in accordance with the high level of points bidders gained as a result of the evaluation(the points).

  Date : 14:30 hrs on 17. July 2009 (individual notice in case of any change)

  Place:General Services Division, Ministry of Land, Transport and Maritime Affairs.

5. Others

A. Bidders should participate in the bid after fully understanding General Instructions on Bidding, General Conditions and Special Conditions for Contracts, Request for Proposal and other necessary details for the bidding
