RFP PROJECTED RELEASE DATE: August 13, 2009 RFP PROJECTED CLOSE DATE: September 30, 2009 HDEC02-09-R-0007: Fresh Fruits and Vegetables for 36 commissaries located in Area 5 assigned to DeCA�s East Region CLASSIFICATION CODE: 8915 NAICS: 424480 � Fresh Fruit and Vegetable Merchant Wholesalers Contractor is to provide delivery of Fresh Fruits & Vegetables (FF&V) for resale in 36 Area 5 commissaries located in Georgia, Florida, Alabama, Mississippi, Louisiana, Arkansas, Tennessee, and Puerto Rico that are assigned to the Defense Commissary Agency�s (DeCA) East Region. The Government will provide transportation for produce transshipped from the United States to Puerto Rico. The contractor will be responsible for transporting the product from the Port of Debarkation to the contractor�s distribution center for consolidation, then ultimately to the Fort Buchanan commissary store. Some highly perishable items may require airlift transportation from the U.S. to Puerto Rico. The contractor may be responsible for providing airlift transportation for these items. The contractor will also be required to deliver potted plants and provide a potted plant program to 16 commissary stores listed below that are currently without a primary plant supplier. Area 5 includes two groups that are geographically clustered as follows: Group 1: (19 Store Locations) Arnold AFB, TN; Barksdale AFB, LA; Columbus AFB, MS; Eglin AFB, FL; Fort Polk, LA; Fort Rucker, AL; Gulfport NCBC, MS; Gunter AFB, AL; Hurlburt Field, FL; Kessler AFB, MS; Little Rock AFB, AR; Maxwell AFB, AL; Memphis NAS, TN; Meridian NAS, MS; New Orleans NAS, LA; Pensacola NAS, FL; Redstone Arsenal, AL; Tyndall AFB, FL; and Whiting Field NAS, FL. Group 1: (8 Store Locations without a primary plant supplier) Arnold AFB, TN; Columbus AFB, MS; Ft. Polk, LA; Little Rock AFB, AR; Memphis NAS, TN; Meridian NAS, MS; New Orleans NAS, LA; Whiting Field NAS, FL. Group 2: (17 Store Locations) Albany MCLB, GA; Athens NSCS, GA; Camp Merrill, GA; Fort Benning, GA; Fort Buchanan, Puerto Rico; Fort Gillem, GA; Fort McPherson, GA; Fort Stewart, GA; Hunter AAF, GA; Jacksonville NAS, FL; Key West NAS, FL; Kings Bay NSB, FL; GA; MacDill AFB, FL; Mayport NS, FL; Moody AFB, GA; Patrick AFB, FL; and Robins AFB, GA. Group 2: (8 Store Locations without a primary plant supplier) Albany MCLB, GA; Athens NSCS, GA; Ft. Gillem (Camp Merrill, GA); Ft. McPherson, GA; Key West, FL; Kings Bay NSB, FL; Patrick AFB, FL; Robins AFB, GA. A single solicitation containing the two geographical groupings will be issued. Each group will be evaluated separately and each group awarded on an "all or none" basis. The Government will award one or more contracts resulting from this solicitation based on the evaluation criteria using the best value, tradeoff procedures. A Requirements Type contract is contemplated. The base period of performance shall commence approximately September 1, 2010 for 24 consecutive months plus three 12-month option periods. The SIC code is 8915 and the NAICS code is 424480 for this requirement with a size standard of 500 employees. The RFP will be released on or about August 13, 2009. This solicitation will be issued as a 100% small business set aside.
