The Bureau of Reclamation has a requirement for wetland plant plugs. This project will be partially or wholly funded from the American Recovery and Reinvestment Act of 2009 (ARRA). Please be advised that the Awardee will be subject to Section 1512(c) of ARRA, which requires that each contractor report on its ARRA funds under the awarded contract. These reports will be made available to the public. Project Description: 5,000 EA - Scirpus pungens in 4 cubic inch containers (common three-square bulrush and 2-4" plugs, bare root stock or liners and would be acceptable).5,000 EA - Scirpus acutus in 4 cubic inch containers (hardstem bulrush and 2-4" plugs, bare root stock or liners would be acceptable)3,000 EA - Baccharis salicifolia in 1 quart containers (Seep willow, large tree bands or 1 gallon containers would be acceptable) The project period of performance is anticipated to begin July 31, 2009 with an anticipated completion date of September 1, 2009. This requirement will be advertised as a Total Small Business Set-Aside with NAICS code 111421, Nursery and Tree Production and a small business size standard of $0.75 million. There will be no public bid opening as competitive proposals will be evaluated and award based on lowest price. The resulting contract will be a firm fixed price type. The Request for Quote (RFQ) and any amendments to the RFQ will be available through Federal Business Opportunities (FBO) (www.fedbizopps.gov) website. The extent of the work will be described in the RFQ when it is posted on or about July 16, 2009. Responses will be due on or about July 27, 2009. All dates in this announcement are estimated and are subject to change. No other information will be available before the RFQ is posted. All interested parties are responsible for checking the FBO website to ensure that they have the most current information. Offerors are required to have a current registration on the Central Contractor Registration (CCR) to be eligible for contract award. Offerors may register on CCR at http://www.ccr.gov. Offerors will be required to complete representations and certifications at the time of submission of quotes.
