ROMANIA: COMPLEMENTING EUROPEAN SUPPORT FOR AGRICULTURAL RESTRUCTURING

Romania has received financing in the amount of EUR 47,700,000 equivalent from the World Bank toward the costof the Complementing European Support for Agricultural Restructuring, and it intends to apply part of the proceeds to payments forgoods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the National Agency forCadastre and Land Registration, Romania.

The project will include the followingcomponents:

1. which will support the completion ofproperty rights determination and registration of land assets in rural areas, thereby improving the security of property rights andthe functioning of rural land markets;
2. Socio-Economic Guidance Services to the Agricultural Population which seeks to increase the ability of the agricultural population tomanage itsincome and assets under consideration of national and EU support programs; and
3. Policy, Strategy and Management which seeks to assist the GOR in improving its capacity to develop strategies associated with sectoralrestructuring, as well as with EU integration, and pertaining to the policy fields supported under Components 1 and 2.

Under Land Administration component there are to be procured the following:

• goods, works and services underICB procedures:

1. Conversion of Land Books. Conversion of the property registrationdocuments (land books) from paper format to digital format and building a digital archive of the scanned documents and a textualdatabase with the information collected from the land books.
2. Cadastre and Land Registration Services. Identification, descriptionand registration of properties in the cadastre registers, their survey and representation on maps and cadastral plans, as well asdata collection on IT support; identification and registration ofall owners and other legal property holders for registering themin the land registers (Land Books).
3. IT hardware and standard software for equipping local offices.

1. ANCPI Management consulting services. Provide institutional support for developingstrategic and financial management capacity in line with similar agencies elsewhere in Europe.
2. Publicity Campaign # Public Relations component: undertake media campaign (organize central and local press conferences, distribute printed materials,etc.); develop a network of local public information points in targeted UAT.

3. Land Administration Training for Notaries, Registrars & Cadastre Specialists, CivilServants in Municipalities, Surveyors. Training on the new legal framework and procedures concerning generalcadastre and landregistration.

Procurement of contracts financed by the WorldBank will be conductedthrough the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits(May 2004 edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will beselected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World BankBorrowers (May 2004 edition).

Specific procurement notices for contracts tobe bid under the World Bank's international competitive bidding (ICB) procedures and for contracts for consultancy services will beannounced, as they become available, in UN DevelopmentBusiness, dgMarketand www.ancpi.ro.

Prequalification of suppliers and contractorswill not be required for any of the contracts.
