The Kyrgyz Republic has received financing in the amount of US$ 10,000,000 equivalent from the World Bank toward the cost of the Second Rural Water Supply and Sanitation Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the Department for International Development (DfID).

The project will include the following components:

Component A “Infrastructure and Equipment for water supply”, Renovation and extension of existing water supply systems and improvement of sanitary-technical conditions, delivery of O&M equipment to communities, provision of consultancy services to communities;

Component B “Hygiene and Sanitation Education Program”, rendering the technical assistance to strengthen coordination and mutual support between communities and village health committees;

Component C “Institutional Development”, financing of the consulting services aimed at facilitation to the Government of the KR in provision of sustainable results of the rural water supply project;

Component D “Project Management”. Under the component D, vehicles shall be procured for the JPMU staff under the ICB procedures, operational expenses related to project activity, monitoring and assessment.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, issued in May 2004 and revised in October 2006, and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, issued in May 2004 and revised in October 2006.

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business, dgMarket and the well-known local newspapers: “Slovo Kyrgyzstana” and “Vecherniy Bishkek”.
