Eligibility of Bidders:   Qualification requirements include: (a) Manufacture’s Authorization; (b)Copy of certified financial audit reports of the last two years; (c) Documentary evidence to demonstrate that (i) the bidder or his authorized local Agent has at least three years of experience as a supplier of similar goods and has adequate facilities in the country to provide after sale technical support services or (ii) if at the time of bidding the bidder does not have the adequate facilities to provide after sale technical support services then he shall submit plans for setting up such facilities in Tanzania in the event of being awarded the contract, and explain how he intends to conduct inspections and tests at time of delivery and provide after sale technical support services until such time that such facilities are set up in Tanzania by the bidder. A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the bidding documents

Invitation for Bids
Supply of Drilling Machines/Equipment and Motor Vehicles for the Drilling and Dam Construction Agency (DDCA)
IFB No. ME-011/2007-08/G/04

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. WB320-696/07 of January 17, 2007

2. The Government of the United Republic of Tanzania has secured funds from the Development Partners toward the cost of Water Sector Development Programme and it intends to apply part of the proceeds of the funds to payments under the Contract for Supply of Drilling Machines/Equipment and Motor Vehicles.

3. The Ministry of Water and Irrigation now invites sealed bids from eligible and qualified bidders for Supply of Drilling Machines/Equipment and Motor Vehicles for the Drilling and Dam Construction Agency (DDCA) as follows:

LOT NO.1: Truck Mounted Rotary CUM DTH Drilling Rigs with Accessories
1. Truck Mounted Rotary Cum DTH – 300 metres Drill Rig (2 units)
2. Truck Mounted Rotary Cum DTH – 150 metres Drill Rig (6 units)
3. Truck Mounted Air Compressors ( 2 units)
4. Portable Trailer Mounted Air Compressors (5 units)
5. Mobile Workshop (1 units)
6. Camping equipment (12 sets)
7. Global Positioning System (GPS): (8 units)
8. Borehole Camera (1 unit)
9. Portable Trailer Mounted Mud Pump (5 units)
10. Trailer Mounted Pumping Test Unit (5 units)
11. Rig Accessories (various)
12. Working tools ( various)

LOT NO.2: Support Trucks
1) Cargo Truck (3 units)
2) Compressor Carrier Trucks (2 units)
3) Water Bowser ( 1 units)

LOT NO.3: Support Vehicles
1) 4WD Pick up double cabin ( 4 units)

Bidders may quote for one, or two or all the three lots but in each case they must quote for all items and quantities specified in each lot. Bidders not quoting for all items and quantities in lot will be considered non-responsive and the bids will be rejected.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits and is open to all bidders from eligible source countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from the Ministry of Water and Irrigation, e-mail address: pmumow@gmail.com and inspect the bidding documents at the address given below from 07:30 a.m to 03:30 p.m local time Mondays to Fridays inclusive except on Public Holidays.

7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below, and upon payment of a non refundable fee of Tanzania Shillings one hundred thousand (Tshs 100,000) or 100 United States Dollars. The method of payment will be either by Cash, Banker’s Draft, or Banker’s Cheque, payable to Permanent Secretary Ministry of Water and Irrigation, Dar es Salaam. The bidding documents will be sent by air for overseas delivery and surface mail or courier for local delivery. Any authorized person may collect the bidding documents from the address below.

8. Bids must be delivered to the address below at or before 10.00 a.m. local time on Friday 14th August, 2009. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of bidders’ representatives who choose to attend in person at the address below, immediately after deadline of submission. All bids must be accompanied by a Bid Security of not less than 2% of the bid price or an equivalent amount in a freely convertible currency.
