II.1.5) Short description of the contract or purchase(s): Background.
The Scottish Prison Services (SPS) is an Agency of the Scottish Government
Justice Department and currently operates prison sites across Scotland
(see www.sps.gov.uk and click on Prisons for a prison map and a list of
all addresses). In addition to the prison Establishments, the SPS also
operates a college, a central store and an administrative headquarters
building to support the operations of the prison Establishments. This
project encompasses all SPS Establishments, with the exception of HMP
Addiewell and HMP Kilmarnock.
The SPS has fifteen gymnasia with locations ranging from Inverness in the
north, to Dumfries in the south. The majority of Sites have a modern
gymnasium based on a variety of designs from ultra modern to developed
work-shed areas. The greater part of the Sites also have modern
facilities; the standard equipment would include resistance equipment,
games areas such as volleyball, and indoor 5 a side, badminton, modern day
large group aerobic activities (e.g. body attack, body pump) and various
types of modern cardiovascular training equipment, e.g. multi-station
exercisers, games equipment. However, the aforementioned items are not
standard for all Establishments and although this contract will cover the
current SPS gymnasia; Establishments may be added to or deleted from the
requirement during the period of the Contract.
Brief description of scope of project.
The SPS wishes to establish Contract(s) to enable the supply and provision
of a range of fitness equipment as well as an inspection, maintenance and
repair service to any and all SPS locations included in this project which
have a requirement.
The supply of fitness equipment includes a range of sports and fitness
equipment encompassing smaller items such as badminton rackets and
shuttlecocks to larger items such as cross-trainers and treadmills. A
comprehensive range of items to be supplied can be found in Annex 1 to
this PQQ.
The inspection, maintenance and repair service would be carried out on the
equipment supplied as part of this project as well as a range of existing
equipment at SPS Sites. Current equipment varies from site to site and
covers a range of makes and models of items. A comprehensive range of
equipment at each site can be found in Annex 2 to this PQQ.
Potentially, the project could be split into 4 lots:
Lot 1) supply of fitness equipment to all SPS Establishments;
Lot 2) maintenance and repair of fitness equipment at HMP Aberdeen, HMP
Castle Huntly, HMP Inverness, HMP Noranside and HMP Peterhead;
Lot 3) maintenance and repair of fitness equipment at HMP Barlinnie, SPS
College, HMP Cornton Vale, HMP Edinburgh, HMP Glenochil, HMP Greenock, HMP
Perth, HMYOI Polmont and HMP Shotts; and.
Lot 4) maintenance and repair of fitness equipment at HMP Dumfries.
It is the intention that any Contract(s) awarded as a result of this
Tender process, will be for the provision of a fully managed, flexible and
reliable service and goods provision that meets the requirements detailed.
