CONSULTING SERVICES:

preparation of Detailed design, bidding documents , and construction supervision for Corridor no.3, Ninh CoRiver mouth improvements, interconnecting canal between Day and Ninh Co Rivers and navigation lock, river ports developmentand construction supervision fOR Corridor No.1

The Ministry of Transport hasapplied for a credit from the International Development Association (IDA) toward the cost ofthe Northern Delta TransportDevelopment Project, and intends to apply part of the proceeds of this Credit to payments for Detailed design, Bidding documents preparation andconstruction supervision for Corridor No. 3, Ninh Co River mouth improvements, including interconnecting canal between Day and NinhCo Rivers and navigation lock, river ports development and supervision including construction supervision for CorridorNo.1.

This Technical Assistance (TA) program supports to VIWA under the Ministry of Transport (MOT) inenhancement of the inland waterway transport as part of a multi-modal transport system and should support VIWA in managing theinland waterways network. More specifically the objectives of the TA are:

1. to assist PMU-W toprepare/refine as necessary the planningand feasibility studies, including resettlement action plans and environmental managementplans for second Phase improvements identified bythe Feasibility Study Consultants;
2. to prepare detaileddesign, cost estimates and bidding documents for improvement of Hanoi-Lach Giang waterway corridor no.3 for the Phase IIprogram;
3. to prepare detaileddesign, cost estimates and bidding documents for improvement of Ninh Co River Mouth selected for the Phase IIprogram
4. to prepare detaileddesign, cost estimates and bidding documents for the upgrading of the Viet Tri and Ninh Phuc river ports selected for the Phase IIprogramme;
5. to ensure thatenvironmental, social and resettlement requirements outlined during the feasibility studies are adequately coveredin designs andbidding documents.
6. To carry over advancedmanagement skills and ad hoc experiences in engineering design to local officials and consultants

The Contract period will be 55 months.

The Project Management Unit of Waterways (PMU-W) now inviteseligible consultants to indicate their interest in providing the services. Interested consultants must provide informationindicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similarconditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance theirqualifications.

Consultant selection will be carried out in accordance with theprocedures set out by Bank's Guidelines: Selection and Employment of Consultants by WorldBank Borrowers (May 2004 edition, Revised October 2006).
