The Joint Contracting Command-Iraq, Mission Support Division intends to solicit, negotiate and award a requirement for biomedical repair training and repair maintenance services for the Iraqi Security Force's (ISF) Medical Clinics located in both Bagdad and Taji, Iraq. The NAICS code is 811219. The Small Business Size Standard is $7M. The Contractor shall provide two (2) bilingual (English and Arabic) Biomedical Repair Technician "Preceptor" to mentor and develop twenty (20) designated Iraqi Officers into Biomedical Repair Technicians (BMETs). If the contractor is unable to provide bilingual BMET Preceptors, they will provide bilingual interpreters at the work sites. Definition of a Preceptor: An instructor, teacher, expert or specialist, such as a Physician, who gives practical experience and training to a student, especially of medicine or nursing. The contractor shall provide advanced biomedical repair training and perform biomedical repair maintenance to continue medical and dental services without interruption during the transition to Iraqi government operation and support. Additionally, the contractor shall provide the necessary management to maintain certification and resources to develop and carry out comprehensive medical equipment maintenance and training for the ISF medical facilities in Iraq. Maintenance shall be in accordance with International Commissions on Accreditation of Healthcare Facilities, National Fire Protection Association, host nation laws, local directives (most stringent guidance takes precedence throughout this contract), manufacturer's instructions and common commercial practices. The anticipated contract performance period will be from 1 Sep 09 through 31 Aug 10 (includes 30 day contractor mobilization), with two (2) six month option period, if exercised. This acquisition will be solicited as a full and open competition. The proposed solicitation number is W91GY0-09-R-0040.
