The FHWA estimates issuance of RFP DTFH61-09-R-00029 for the Michigan IntelliDrive Test Bed Operation and Maintenance within 60 days or later of this notice. A Pre-Proposal Conference will be held in Detroit, Michigan. Time and exact location will be specified in the RFP. Any questions pertaining to this notice shall be emailed to charles.kotch@dot.gov. Answers to all questions received, will be discussed and documented at the Pre-Proposal Conference. No questions will be answered prior to the conference. In 2004, the United States Department of Transportation (USDOT) began its Vehicle Infrastructure Integration (VII) initiative, which was intended to create a core architecture for a new vision of preventative vehicle safety and mobility within the United States. Over the next four years, the USDOT, with its partners in the automobile industry, public universities, and systems integration contractors, conducted research toward the development and deployment of a system that would permit vehicles to communicate safely, securely, and effectively with each other and with infrastructure devices located at the roadside. This communication capability, coupled with data processing capabilities located on vehicles would create transformational opportunities for enabling safety and mobility services to address high priority surface transportation needs. In early 2009, the USDOT re-branded the VII initiative as �IntelliDriveSM�. The �re-branding� involved more than just changing the name of the initiative. The USDOT also changed some of the basic assumptions related to how vehicles and infrastructure components of the system would communicate. One major change relaxed the constraint that all vehicle-to-vehicle and vehicle-to-infrastructure communications would use Dedicated Short Range Communication (DSRC) radios and protocols. DSRC would continue to be used for critical safety applications that required both high availability and low latency communications, but other applications were free to use whatever wireless communications technology best fit the users� needs. As part of the thinking that went into the IntelliDrive �re-branding�, the USDOT assessed its options with regard to the Michigan Development Test Environment (DTE) used during the recent proof of concept testing. Although there are known deficiencies with the current facility, it represents a major test facility investment on the part of the USDOT and has great potential value for the IntelliDrive program as it moves towards a greater focus on system deployment. To realize and maximize that value, the USDOT intends to stabilize the test bed operating environment and open it up to industry for supporting continued research and demonstration needs. The USDOT has three major goals for the IntelliDrive DTE. These are: � Make the DTE an effective facility for continued research, testing, and demonstration of IntelliDrive concepts, standards, applications, and potential products usable by both the public and the private sectors (near term) � Evolve the DTE into a precursor of the nationwide IntelliDrive deployment by establishing an implementation model of the overall IntelliDrive system that works and demonstrates the effectiveness and value of the IntelliDrive system (mid term) � Transfer the DTE to non-Federal control, for possible use either as a certification facility or as the foundation for an actual regional deployment of IntelliDrive capability (long term) Additional information on the IntelliDriveSM program and DTE may be found at: www.intellidrive.org
