GENERAL PROCUREMENT NOTICE

The Federal Ministry of Finance has receiveda credit of two hundred and fifty million United States Dollars US$250m equivalent from the World Bank towards the cost of the Third National FadamaDevelopment Project (Fadama III), and it intends to apply part of the proceeds to payments for goods, works, related services andconsulting services to be procured under this project. The project will be jointly financed by the World Bank, Federal Government of Nigeria, 36 States,Federal Capital Territory, 560 Local Government Councils and 7400 Fadama Community Associations (FCAs).

 

The project will include the followingcomponents (i) Capacity building, communication and Information Support, (ii) Small Scale Community Owned Infrastructure, (iii)Advisory Service and Input Support, (iv) Support to ADPs, (v) Asset Acquisition for individual FCAs/EIGs and (vi) ProjectManagement, M&E and EMP Compliance.

 

The project will procure

  • Goods : - Vehicles and motor cycles, computers & office machines,office equipments & furniture and others includingpromotional materials and field equipment, media equipment and environmental monitoring equipment, office supplies andinternet/field survey equipment.
  • Civil works will include new construction or rehabilitation of small infrastructure at FCA level.
  • Consultancy services include studies and reviews of technical and extension material, technical quality control, technicalsupervision (international and national). Others include skill acquisition and enhancement, rural radio programs, TV jingles anddocumentaries, supervision of sub-projects and facilitators, environmental studies, (IPM, EMP, SLM and Land use), project baselineand impact assessments, financial audit, development of M&E tools, village listing survey, technical assistance for otheradvisory services.

 

 

Procurement of contracts for Goods andCivil  Works financed by the World Bank will be conducted through the procedures asspecified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (May 2006 edition),and is open to all eligible bidders  as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection andEmployment of Consultants by World Bank Borrowers (May 2006 edition).

 

Specific Procurement Notices (SPN) forcontracts to be bid under the World Bank's International Competitive Bidding (ICB) and other appropriate procedures and contracts on consultancy services will be announced, as they become available,in UN DevelopmentBusiness and dgMarketand Nigerian National Newspapers.
