II.3) SHORT DESCRIPTION OF THE CONTRACT OR PURCHASE(S): Network Rail is
working with the Department for Transport and Transport Scotland to
identify existing non electrified railway routes within the UK that offer
the best business cases for potential electrification. Network Rail is
also currently consulting on a Draft Electrification Strategy document,
which forms part of the Network Route Utilisation Strategy (RUS) for the
UK. As part of and in conjunction with this work, Network Rail have been
tasked to undertake a more detailed study of the first two major routes
that appear to offer the best business cases for electrification. These
are the Midland Mainline from London to Nottingham, Sheffield and Derby
and the Great Western Mainline from London to Oxford, Bristol, Cardiff and
Swansea.
Large scale electrification has not been undertaken within the UK for more
than fifteen years; Network Rail will be seeking to develop a robust
delivery programme for these first two routes and are seeking responses
from the supply industry. The programme currently envisages the potential
introduction of electric traction onto the Midland and Great Western
Mainlines over Control Periods 5 and 6 subject to comprehensive study/
development being carried out during Control Period 4. In order to
facilitate this programme, Network Rail is seeking to procure a number of
services from the supply industry.
The initial development phase will include developing optimum technical
solutions and outline design for all elements of electrification and
associated infrastructure.
During later phases of the programme, Network Rail will be seeking to
procure detailed design, programme management, supply, manufacture,
construction and commissioning services for all aspects of electrification
and associated infrastructure. The aspects will include (but are not
limited to): overhead line work, power supply, distribution, civil
engineering work, On Track Plant (High Output), signalling works, telecoms
and track Works.
