SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Rochdale Town Centre Redevelopment Opportunity.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Works.
Realisation, by whatever means of work, corresponding to the requirements
specified by the contracting authorities.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): Developers are
invited to submit proposals to deliver the Partners’ vision for a
comprehensive revitalised Town Centre with a vibrant range of shopping,
leisure, living, working, and cultural activities which is a focal point
for the Borough.The scheme must include retail, leisure and cultural
facilities, public realm and car parking elements and should seek to
include residential and/or office elements. Submissions are sought for the
whole or substantially the whole of the Core Development Area (the area is
identified in the 'Developers Brief' which is the Descriptive Document for
the scheme). Two mandatory bids are required. The first submission will
include the full integration with the Wheatsheaf Centre (an adjacent
retail development) and the second submission excludes the Wheatsheaf
Centre but involves linkages with it to satisfy the Council’s connectivity
and integration requirements. Further alternative submissions will be
welcomed for the Complementary Investment Area (the area is identified in
the Descriptive Document).Phasing of the scheme will be considered subject
to clarity on the elements that are to be delivered but the integrity of
the objectives of the scheme as set out in the Descriptive Document must
be maintained.The opportunity will include land currently owned by the
Council (in addition to that which may be acquired by compulsory purchase
order) including the existing bus station and Municipal Offices sites
which are due to relocate within the eastern part of the town centre. The
Council is looking for innovative solutions to improve and regenerate the
town centre. The chosen developer will be required to collaborate on the
development scheme in conjunction with other existing partners of Rochdale
MBC including bodies such as Rochdale Development Agency, The Homes and
Communities Agency (formerly English Partnerships), North West Regional
Development Agency and Greater Manchester Passenger Transport Executive.

to be in the range of 100 000 000 GBP to 250 000 000 GBP and will be
clarified during the dialogue phase.

III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: The deposits or guarantees
required by the Authority will be set out in the Tender Documents.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: The terms concerning
financing and payment will be set out in the Tender Documents and will be
clarified during the dialogue period.

whom the contract is to be awarded: The contracting authority reserves the
right to require that each party undertakes joint and several liability.

It is envisaged that a public consultation exercise will be required
during the dialogue period of this process. Requirements in this regard
will be discussed during the dialogue period. Social and Environmental
considerations may form part of the contract conditions in accordance with
Regulation 39 of the Public Contracts Regulations 2006 and Article 26 of
Directive 2004/18/EC. Particularly, the contracting authority may include
conditions on (i) targeted recruitment and training, (ii) environment and
sustainability, (iii) equality and diversity and (iv) health and safety.

parties will be required to complete a pre-qualification questionnaire
(PQQ). The PQQ will accompany the Descriptive Document (the Developers
Brief), which will be issued to applicants on receipt of a written request
to the address specified for further information in section I.1). The
completed PQQ must be received back by the contracting authority, at the
address for requests to participate specified in section I.1), no later
than the deadline stated in IV.3.4 below.

unsuccessful developers. This will be subject to the Council securing the

VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: The Council will incorporate a minimum 10 day standstill
period at the point information on the award of the contract is
communicated to tenderers. This period allows unsuccessful tenderers to
seek further debriefing from the contracting authority before the contract
is entered into. Applicants have 2 working days from the notification of
the award decision to request additional debriefing and that information
has to be provided a minimum of 3 working days before the expiry of the
standstill period. Such additional information should be required from the
address in section 1.1 above. If an appeal regarding the award of a
contract has not been successfully resolved, the Public Contracts
Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have
been harmed or are at risk of harm by a breach of the rules to take action
in the High Court (England, Wales and Northern Ireland). Any such action
must be brought promptly (generally within 3 months).
