Invitation for Bids (IFB)

PURCHASE OF CHEMICALS AND REAGENTS FOR 16 WATER LABOARATORIES

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, under notice No WB 320 – 696/07 of January 17th , 2007.
2. The Government of the United Republic of Tanzania has secured financing from the Development Partners towards the cost of Water Sector Development Programme (WSDP) and intends to apply a portion of the funds to eligible payments under the contract for the Purchase of chemicals and Reagents for 16 Water Laboratories
3. The Ministry of Water and Irrigation now invites sealed bids from eligible and qualified bidders for Supply of Chemicals and Reagents as shown below:

3 Laboratory standards/Certified Reference Materials for 16 Water Laboratories Various

Bidders must quote for all the items and quantities specified in the lot. Bidders not quoting for all items and quantities in a lot will be considered non responsive and their bids will be rejected.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, revised October, 2006 and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

5. Interested eligible bidders may obtain further information from the Secretary, Ministerial Tender Board, Ministry of Water and Irrigation. Fax +255 22 2450533, E-mail: pmumow@gmail.com and inspect the bidding documents at the address given below from 7:30 to 15:00 hours Mondays to Fridays inclusive except on public holidays.

6. Successful suppliers must have the following qualification requirements; registered with registrar of companies in bidder’s country; must have a certificate of incorporation, must have carried out contracts of similar magnitude in the past five years for each lot bid, must have the financial infrastructure to supply the stated items.

7. A complete set of Bidding Documents in English may be purchased by interested
bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of Tanzania shillings one hundred thousand (Tshs 100,000) or in 100 United States Dollars. The method of payment will be either by Cash, Baker’s Draft, or Banker’s Cheque, payable to Permanent Secretary, Ministry of Water and Irrigation. Bidding Documents will be sent by airmail or courier for overseas delivery and surface mail or courier for local delivery. Ministry of Water and Irrigation will not be held responsible and accountable for any delays or non-receipt of the Bidding Documents. Any authorized person may collect the Bidding Documents from address below.

8. Bids must be delivered to the address below on or before Friday 31st July, 2009 at 10.00 hours local time. Electronic bids will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below on Friday 31st July, 2009 at 10.00 hours local time. All bids must be accompanied by a Bid Security of at least 2% of bid price or an equivalent amount in a freely convertible currency.
