INVITATION TO APPLY FOR ELIGIBILITY AND TO BID

PNOC Exploration Corporation (PNOC EC), through its 2009 Corporate Budget, intends to apply the sum of One Million One Hundred Thirty One Thousand Six Hundred Sixty Eight Pesos (Php1,131,668.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the DRAFT SURVEY SERVICES FOR IMPORTED AND LOCAL COAL SHIPMENTS AND ON-HIRE/OFF-HIRE SURVEY SERVICES FOR MONTHLY TIME-CHARTERED BARGES/TUGBOATS OF PNOC EC (the "Project"). Bids received in excess of the ABC shall be automatically rejected at the bid opening.

PNOC EC now invites sealed bids from eligible bidders for the DRAFT SURVEY SERVICES OF PNOC EC.

Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criteria specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act 9184 (R.A. 9184), otherwise known as the "Government Procurement Reform Act", and is restricted to Filipino citizens/sole proprietorships, organizations with at least sixty (60%) percent interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to Republic Act 5183 (R.A. 5183) and subject to Commonwealth Act 138 (C.A. 138). Only bids from bidders who pass the eligibility check will be opened. The bidder with the lowest calculated bid shall advance to the post-qualification stage in order to finally determine responsiveness of the bid to technical and financial requirements of the Project. The contract shall then be awarded to the Lowest Calculated and Responsive Bidder who was determined as such during the post-qualification procedure.

A complete set of bidding documents may be purchased by interested bidders from PNOC EC's Procurement Section (c/o Ms. Iris E. Rivera) starting June 16, 2009 at the PNOC EC Head Office located at Building 1, Energy Center, Merritt Road, Fort Bonifacio, Taguig City and upon payment of a non-refundable fee in the amount of One Thousand One Hundred Pesos (Php1,100.00). The bidding documents shall be received personally by the prospective Bidder or his authorized representative.

For purpose of clarifying certain issues, a Pre-bid Conference shall be held on June 23, 2009 at 2:00 P.M. at PNOC EC Head Office, Bldg. 1 Energy Center, Merritt Road Fort Bonifacio, Taguig City.

Bids and eligibility requirements must be submitted in three (3) sets each to PNOC EC's Bids and Awards Committee not later than 10:00 A.M. on July 6, 2009. The bids, including the eligibility requirements, shall be publicly opened immediately thereafter. Late Bids shall not be accepted.

PNOC EC reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
