NASA/GSFC has a requirement to determine the feasibility of a Science, Explorationand Education Center (SEEC) through a comprehensive and objective analysis of the market. There is also the need to derive SEEC geographic location, visitor projections,charateristics, functions and overall annual operating budget based upon market analysis. The need is also to develop a master plan that provides design concepts demonstratingthe form, functionality and attributes of SEEC, as well as the operational concepts for aself-sustaining non-profit institution. The Statement of Work (SOW) is uploaded as a partof this document and contains more information. It is linked above or may be accessed athttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . The RFQ Instructions arealso attached.This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation, which is issued as a Request for Quotation (RFQ); quotes are beingrequested and a written solicitation will not be issued. Offerors are required to usethe On-Line RFQ system to submit their quote. The On-line RFQ system is linked above orit may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . The information required by FAR Subpart 12.6 is included in the on-line RFQ.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13. The requirement is a 100% total smallbusiness set-aside.Questions regarding this acquisition must be submitted in writing (e-mail is preferred)no later than June 19, 2009. It is the quoter's responsibility to monitor this site forthe release of amendments (if any). This notice serves as the official amendmentto subject synopsis/RFQ and a written amendment will not be issued.The purpose of this amendment is to delete line 4 thru 6 of paragraph 2 under the"Description" Section of the Synopsis/Solicitation Combo Notice. QUOTES SHOULD NOT BESUMITTED VIA THE ON-LINE RFQ SYSTEM. Quotes SHOULD be submitted electronically in PDFformat directly to Brenda Green, Contract Specialist.
