EXPRESSIONS OF INTEREST

This request for Expressions of Interest follows the general procurement notice for this project that appeared in Development Business on April 8, 2006.

The MAIL has received a grant from the International Development Association (IDA) for the Horticulture and Livestock Project (HLP) and intends to apply part of the proceeds of this grant to payments under the contract for Selection of NGOs (Facilitating Partners) for Mobilization of Horticulture and Livestock Producer Groups at Focus Clusters (District, Province) of HLP such as Sozma Qala Saripur, Sheberghan Jawzjan, Khulm Bulkh, Ayback Samangan, Shikh Ali Parwan, Mahmood Raqi Kapisa and Mirbachakot Kabul.

Background: The Horticulture and Livestock Project (HLP) in the Ministry of Agriculture, Irrigation and Livestock has the objective to assist the smallholder horticulture and livestock producers in Afghanistan to increase their production in quantity and improve the quality. HLP works with smallholder producer groups, male and female, through the technical components of horticulture and livestock, supported by the HLP Monitoring and Evaluation (M&E), the Farmer Organization Development (FOD) and Institutional Capacity Building (ICB) components.
Through its FOD component, HLP has developed a group formation and mobilization training cycle, reaching 175 male and 107 female producer groups in the seven districts (mentioned above). This training cycle had a direct impact in strengthening the group cohesion and contributed to the technical components of HLP to become more effective. Both male and female groups have acquired a higher level of self-management skills and became more aware of HLP’s activities, its support and way of operation. Most of all female groups have benefited by enabling them to participate in the activities of the technical project components of Horticulture and Livestock. Female groups have been supported in establishing 170 orchards and have been qualified for participating in the semi-intensive poultry program as well. Finally, both male and female producer groups have acquired additional skills in how to work together more effectively and articulate their needs towards other supporting agencies. Nevertheless the groups are still fragile and need support in strengthening group cohesion, developing and implementing common activities in horticulture and livestock and savings boxes as well.
After concluding the training cycle of 10 sessions for each group, the action plan developed by each group and the identified priority services need to be addressed and consolidated in a follow-up phase, considering both technical assistance and additional training. Furthermore, the development of a decentralized and district based service provision system needs to be actively pursued and supported.

• Provide continuous recording and reporting of the realized activities.
• Provision of Farm Inputs
• Development of “Savings Boxes” (Savings Mobilization and Microcredit)
• District Based Services Provision

The implementation period will be about Six Months from August 01, 2009.

The MAIL now invites eligible NGOs/consultants to indicate their interest in providing the services. Interested NGOs/consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

Interested NGOs/consultants are advised to submit their EOI separately for each focus cluster. A NGO/Consultant can be awarded more than one focus cluster only if it has the capacity to handle more than one focus cluster.

A consultant will be selected based on CQS method of selection in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

Expressions of interest must be delivered to the address below by 16.00 hrs. July 06, 2009.
