GENERALPROCUREMENT NOTICE

                                                                             

 

1.         TheGovernment of the Socialist Republic of Vietnam(hereinafter called "Borrower") has receiveda credit from the Development/International Development Association in theamount of US$ 59.8 million equivalent,toward the cost of the Agriculture Competitiveness Project and it intends to apply theproceeds of thiscredit to payments for goods, works, related services, and consultingservicesto be procured under this project.

 

2.         The project will include the following components:

(i)            style="font-size: 12pt;">ComponentA-Enhancement of Agricultural Technology: This component would support theidentification and implementation of applied research and the dissemination ofproven technologies which are cost-efficient, responsive to market demands andincentives, and enhance the environmental sustainability of increasinglycompetitive farming practices. It includes three subcomponents: SubcomponentA1: Conducting technology R&D for a competitive agriculture; SubcomponentA2: Enhancing sustainable farming practices;Subcomponent A3: Monitoring andcontrolling chemical residues.

(ii)          style="font-size: 12pt;">Component B - Support toProductive Partnerships: Thecomponent would demonstrate the feasibility of fostering the competitiveness ofsmallholder farmers and agribusinesses by facilitating the establishment,development and operation of private, demand-driven productive partnerships  (through public supportprovided onthe basisof competitive and transparent procedures), improving private servicedeliverysupporting such partnerships, and enhancing the provincial rural investmentclimate. The component includes four subcomponents: Subcomponent B1:Establishing new productive partnerships; Subcomponent B2: Scaling upsuccessful value chain initiatives; Subcomponent B3: Implementing aninformation campaign, networking and match making; Subcomponent B4: Fosteringthe agricultural investment climate and improving service delivery.

(iii)         style="font-size: 12pt;">Component C - Provisionof Critical Infrastructure: Thiscomponent would support critical public infrastructure needs supporting thecompetitiveness of the agricultural sector. These investments would contributeto increased agricultural productivity and the reduction of marketingcosts. Itincludes two subcomponents: Subcomponent C1: Supporting locally-identifiedinfrastructure priorities. Subcomponent C2: Providing infrastructure support toproductive partnerships.

(iv)        style="font-size: 12pt;">Component D-Support forProject Management and InstitutionalStrengthening: The component would provide the required resources: (a) to allowfor effective management of the project; and (b) to strengthen institutionalcapacity in key areas, particularly at provincial, district and communitylevel, to monitor and evaluate project activities and sustain projectinterventions. It includes two subcomponents: Subcomponent D1: Supportingproject management and institutional strengthening; Subcomponent D2: Monitoringand evaluation.

3.        Procurement of contracts financed bythe credit will be conducted through the procedures specified in the WorldBank's Guidelines: Procurement under IBRDLoans and IDA Credits, dated May 2004 (Revised October 2006), andis opento all bidders from eligible source countries as defined in the guidelines.Consulting services will be selected in accordance with the World Bank'sGuidelines:  Selection and Employment of Consultants by WorldBank's Borrowers datedMay 2004(Revised October 2006).

 

4.        Specific procurementnotices forlarge-value consultants' contracts will be announced, as they become available,in the Development Gateway's dgMarket, UN Development Businessonline, VietnamNews (in English); the Lao Dong Newspaper (in Vietnamese) and in nationalprocurement website as  http://dauthau.mpi.gov.vn   (specific time toadvertise  has not been decided yet).
