INVITATION TO APPLY FOR ELIGIBILITY AND TO BID


PNOC Exploration Corporation (PNOC EC), through its Corporate Budget of 2009 hereby invites prospective bidders to participate in the bidding for the following Projects located in Mainaga, Mabini, Batangas:

Lot No. 1 Rehabilitation/Replacement of Three (3) Bays of Warehouse No. 1 Roofing
ABC: Php3,728,025.46

Lot No. 2 Rehabilitation/Replacement of Warehouse No. 1 Roofing (Appox. 900 sq. m.)
ABC: Php1,145,058.64

Prospective bidders may choose to submit bid for all or any one (1) of the Lots. As such, the Eligibility Documents, Technical Proposal and Financial Proposal shall be submitted on a per Lot basis. Bids received in excess of the ABC shall be automatically rejected at bid opening.

PNOC EC now calls for the submission of Letters of Intent (LOIs) from potential Bidders to apply for eligibility for the above project/s. Bidders should possess a valid PCAB license applicable to the above type and cost of the contract, have completed a similar contract with a value of at least fifty percent (50%) of the ABC, and meet the other minimum eligibility requirements stated in the Eligibility Documents. Interested Bidders must submit their LOIs on or before 5:00 P.M. of June 17, 2009 to PNOC EC BAC Secretariat, Bldg. 1, Energy Center, Merritt Road, Fort Bonifacio, Taguig City and secure the Eligibility Documents upon payment of a nonrefundable fee of Five Hundred Pesos (Php500.00) for each project. Applications for eligibility will be evaluated on a "pass/fail" basis. The last day for the submission of the accomplished Eligibility Documents shall be on the date of the opening of Eligibility Documents on June 22, 2009 at 2:00 P.M. at the above address. Only those Bidders passing the eligibility check will be entitled to purchase the Bidding Documents.


Bidding will be conducted through open competitive bidding procedures as specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act 9184 (R.A. 9184), otherwise known as the "Government Procurement Reform Act," and is restricted, unless otherwise stated, to organizations with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines. In accordance with the IRR-A of R.A 9184, only Bids from eligible Bidders will be opened. In accordance with the IRR-A of R.A. 9184 a contract will only be awarded to the Lowest Calculated and Responsive Bidder who was determined as such during post-qualification.

A complete set of Bidding Documents may be purchased by interested Bidders from PNOC EC's Procurement Section (c/o Ms. Iris E. Rivera) starting June 25, 2009 upon payment of a nonrefundable fee in the amount of Three Thousand Seven Hundred Pesos (Php3,700.00) for Lot No. 1 and One Thousand One Hundred Pesos (Php1,100.00) for Lot No. 2.

For the purpose of clarifying certain issues, a pre-bid conference for both Projects will be held on June 29, 2009, 10:00 A.M. at PNOC EC Energy Supply Base, Maina, Mabini, Batangas.

Bids and eligibility requirements per lot must be submitted in three (3) sets each to PNOC EC's Bids and Awards Committee, Bldg. 1, Energy Center, Fort Bonifacio, Taguig City not later than 2:00 P.M. on July 13, 2009. The bids including the eligibility requirements shall be publicly opened immediately thereafter. Late Bids shall not be accepted.

The award of Projects and execution of Contracts shall be on a per Lot basis.

PNOC EC reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
