Notice for Execution Plan of Engineering Service

Guidelines for execution Plan of Engineering Service in 2009 are noticed by the regulations related to the Construction Technology Management Act Article No.21, the Enforcement Ordinance Article No.37 and No.38 of the Act.

3. Selection and Proceedings

Service companies shall be given a participation qualification that project performance capacity Score is above a certain level in accordance with the The Enforcement Decree Article 13 of the Act on Contracts to which the State and The Construction Technology Management Act Article 13. Successful bid person decision is total score 90 percent or more  in accordance with TheStandard of deciding successful bidder negotiation(MLTM Instruction No. 105, July 15, 2008)

a. Project name of service : the same name as clause 1

b. Qualification for participation

Engineering firms, registered to the Ministry of Science and Technology in accordance with the Engineering Technical Promotion Act Article No. 4, should be registered in the field of water resource development, water quality management as well as foundation altogether(if joint-participated, complementary qualification is possible).

c. Distribution of application forms for submittal : Publiction in Ministry of                    Land, Transport and Maritime Affairs's website.

7. Others

1) Method of Project execution

- An engineering firm can submit only one bid irrespective with the kind of project.

- Two engineering firms should take part in a project together.

- Each engineering firm in a joint contract should take more than 30% part.

2) Evaluation standard for project performance capacity and guideline distribution are serviced by internet, firm's official document and proposal is only required because of no registration procedure.(except from procuration, certificated in office, seal of firm)

3) The submitted proposal will make out truly based on the Construction Technology Management Act Article No.13, in case the submitted proposal is forged you will received disadvantages(limit of bidding, cancel of successful bid, and so on) and the submitted proposal will not be returned.

4) Engineers in charge who are defined in the evaluation data shall continue to work until the completion of the construction from the contract start considering the continuity and efficiency of the work. However, due to unavoidable reasons such as retirement and ill-health, if replacement is necessary, the new person shall have the same or higher level and career  record as the original engineer had and also approval by our organization for the new person shall be obtained in advance. Participated in engineers must work to completion of service after contract beside the shift is required by retire or sick.(the shift, the same as qualification with participated in engineer and more, is approved by our's office)

5) The language use Korean by the Special Provisions of the Enforcement Decree 8 of the Act on Contracts to which the State is a Party for Specific Procurement.

6) For participation in Bidding, you are aware of the Evaluation standard for project performance capacity and guideline distribution, Technical service contract general condition, technical service bidding consideration, and other items reguired to paticipation in bidding. 

7) TheStandard of deciding successful bidder negotiation(MLTM Instruction No. 105, July 15, 2008) is posted on the Internet homepage(http://www.mltm.go.kr) of the Ministry of Land
