NASA/GSFC plans to issue a Request for Proposal (RFP) for the fabrication ofdetector module subassemblies (DMS) each consisting of an infrared sensor chip assembly(SCA), thermal isolation cable and sensor cold electronics (SCE) to meet the requirementsof the Joint Dark Energy Mission (JDEM). The JDEM is a jointly funded and developedmission by NASA and the Department of Energy (DOE) and is a space-based, medium aperture, wide field, optical telescope with near-infrared (NIR) imaging and spectroscopicinstrumentation. JDEM will survey the sky to accurately measure the magnitude andredshift of a large sample of Type Ia supernovae (SNe Ia), spectroscopic redshifts of alarge sample of galaxies for Baryon Acoustic Oscillation (BAO) studies, and accurateshape parameters and photometric redshift measurements of a large sample of galaxies forWeak Lensing (WL) studies. The Telescope Assembly portion of the observatory is expectedto be a Three Mirror Anastigmat (TMA) with 3 tertiary mirrors that will provide theoptical train to the Government developed JDEM instrument (3 focal planes and a fineguidance sensor). The JDEM telescope is expected to have a primary mirror size of ~1.5meters in diameter and operate at a temperature up to 293 Kelvin. NASA contemplates building an Engineering Development Unit (EDU) focal plane and needs aset of detector module subassemblies to populate it as well as a set of cryogenic readoutelectronics for control and data handling. The objectives of the EDU focal plane are toassess our ability to assemble and align multiple, close-packed detector modulesubassemblies into a mosaic array, remove and replace SCAs without disturbingneighboring SCAs, assess performance of the DMS over the operating temperature range, and assess the ability of the EDU focal plane to withstand the dynamic launchenvironment. NASA seeks a complement of detector module subassemblies in accordance withour preliminary specification. The specification requirements were developed as part ofour assessment of scientific and mission requirements for JDEM. The Government does not intend to acquire a commercial item using FAR Part 12. See Note26.The NAICS Code and Size Standard are 334413 and 500, respectively. All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFP is on or about June 26, 2009 with an anticipatedoffer due date of on or about July 27, 2009.An ombudsman has been appointed -- See NASA Specific Note "B".The solicitation and any documents related to this procurement will be available over theInternet.
