The Ministry of Land, Transport and Maritime Affairs will decide on the successful bidder through price negotiation upon completion of technical evaluation of the proposal and cost assessment.

   - Any bidder that scored 85% or more in the allocated points for technological capability evaluation can be selected as an eligible negotiation partner. 

   - The successful bidder will be decided upon through a price negotiation with the eligible negotiation partners in the order of the highest total score which combines the scores of technological capability evaluation and bidding price evaluation.
