GENERAL PROCUREMENT NOTICE

Grant No. TF093847
Project ID No. P114823

The Republic of Armenia has received financing in the amount of US$ 460,000 equivalent from the World Bank toward the cost of the project for Building Government Capacity for Better Monitoring for Results, and it intends to apply part of the proceeds to payments for consulting services and trainings/workshops to be procured under this project.

The development objective of the grant is to create institutional knowledge and capacity within the Government of Armenia to reform business processes within the central government by developing the basis for a national M&E system.

The project will include the following components:
- Review of Central Government Administration System, which includes comprehensive governance review assessing Armenian public administration system, inter alia, focusing on (i) business processes survey at the Government Staff and at several pilot line ministries (minimum 6), and (ii) monitoring and evaluation (M&E) framework and the set of performance indicators for business processes and progress towards policy objectives
- Capacity Building for Performance Monitoring, is to build capacity at the Government Staff and selected ministries for proper monitoring and evaluation of performance of particular ministries.
- Audit of Grant.

Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 revised October 2006).

Specific procurement notices for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket and Hayastani Hanrapetutyun daily.
