: The work to be performed under this contract consists of providing the labor, equipment, and materials to construct a flow deflector in Bay 20 in the tailrace of the John Day Project as shown on the Contract Documents. To perform this work, the area will need to be dewatered to a depth of about 55 feet using fabricated guides installed by divers and the use of existing spillway stoplogs. The contract also includes removal and reinstallation of Avian Deterrent Array cables required for tailrace access to the new deflector location. The work also includes relocation of Top Spillway Weirs at the spillway at the John Day Project. The TSW relocation and installation of the spillway stoplogs must be performed by a barge crane due to the weight and locations of both items. The work consists of fabrication, concrete demolition, anchor installation, mass concrete placement, work over water, dewatering, avian array removal and reinstallation, barge crane work, diving, and other miscellaneous tasks to complete the work as defined in the contract documents.

Contractors should take note because this work is being funded by the America Recover and Reinvestment Act (ARRA). This procurement is a set aside for Competition of Service Disabled Veteran Owned Businesses (SDVOB). The NAICS Code is 237990 and the small business size standard is $31.5 million.. The Magnitude of Construction is $1,000,000 to $5,000,000. Interested SDVOB business concerns must be enrolled in the Central Contractor Registry (CCR) at www.ccr.gov to conduct business with the Department of Defense.

An Invitation For Bids (IFB) will be issued. The solicitation for this project will be issued in electronic format on/or about 20 Jul 2009 with a bidl due date no less than 30 days after issuance; a notice and link to download this solicitation will be posted on the Federal Business Opportunity (www.fbo.gov) when the solicitation is available for download. Interested parties are responsible for checking the referenced websites for any update(s).
