SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Weapon maintenance.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Services.
Service category: No 1.
Main place of performance: The whole of Norway.
II.1.3) The notice involves: The establishment of a framework agreement.
II.1.4) Information on framework agreement: Framework agreement with a
single operator.
Duration of the framework agreement: Duration in year(s): 7
Justification for a framework agreement, the duration of which exceeds
four years: The weapons shall be inspected every third year. The chosen
service provider will get each weapon at least 2 times during the 7 year
contract. This will spread out the investment costs over several
inspections. It will, thus, be more inviting to give a tender and the unit
price per maintenance will go down.
II.1.5) Short description of the contract or purchase(s): The contract is
for third and fourth line maintenance of the police's weapons.

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements

formalities necessary for evaluating if requirements are met: Company
registration certificate.
Evidence of enrolment on the professional or trade register, as required
by national law, in the country where the company is established.
Value added tax certificate (National requirement).

Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian
procurement regulations (National requirement).

The tenderer shall document that the company has a licence to handle
weapons and weapons parts.
The tenderer shall give a description of the company's ownership
structure.

necessary for evaluating if requirements are met: The company’s most
recent annual report including new information of relevance to the
company’s accounting figures.
Presentation of the company’s annual accounts, or extracts thereof.
Statement of the company’s turnover, of relevance to this contract, for
previous years.

The tenderer must enclose a credit rating from a credit rating
institutions which is not worse than A or equivalent.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met:
Manpower proposed for this contract (organisation chart) with names and
CV's of the key personnel who will be responsible for its execution (for
service and works contracts).
A list of the principal deliveries effected, or main services provided, by
the company, in the past 3 years, with the values, dates and recipients
(for supply and service contracts).
A statement of the quality assurance/quality control system operated by
the company.
A certificate issued by an accredited certification authority attesting to
the quality assurance, production or technical capacity of the company
(for service and works contracts).

The tenderer must have the possibility for function shooting all the types
of weapons which are included in the contract.
The tenderer must document connections with any sub suppliers.
