Assignment Description
The World Bank Office in Sydney, Australia is seeking to hire a firm of consultants to undertake an assignment to assess the opportunities for grid-based renewable energy supply in Tonga. This assignment is part of a larger, joint collaboration between the Government of Tonga and development partners to develop a comprehensive Road Map to set out the solution to Tonga’s problems of high electricity prices and high vulnerability to future oil price shocks while ensuring that other objectives, such as environmental sustainability and increasing good-quality access to energy, are also achieved.
The objective of this assignment is to assess options for, and recommend the optimal approach to integrating electricity generation from renewable energy sources on Tonga’s four existing island grids over the next 10 years, taking into account considerations of cost, risk and prospects for technical advances within this time period. The work will include assessment of: a) the potential for generation from biomass, wind, solar, and landfill gas, and b) the integration of intermittent resources in to a small, diesel-based grid system. The assignment will also include financial modeling to assess the possible options.
Expertise and experience in the following areas are required to successfully undertake this assignment: • power engineering expertise including a) detailed, hands-on knowledge and experience with integrating intermittent renewable energy supply into a small diesel-based grid; b) wind, solar and biomass power generation technologies. • Financial analyst expertise should include knowledge and hands-on experience in working with public sector electric utility financial assessment and financial modeling. • Rural Development expertise will be required in the areas of land ownership and access issues and agricultural practices and production in the Pacific Island context, and specific knowledge of Tonga will be a benefit.
The successful firm will demonstrate experience in developing country contexts, and with projects on the scale relevant for Tonga

The World Bank intends to finance the assignment/services described below under a budget allocation for the Bank's administrative budget.
Eligibility: There are no eligibility restrictions.
Individual/Firm Profile: The consultant will be a firm or consortium.

Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

Selection and contracting will normally be made from responses to this notification. The consultant will be selected from a shortlist, subject to availability of funding.
