The U.S. Military Academy is conducting market research to determine the availability, interest and capability of small business sources to perform Packing, Containerization and Local Drayage for personal property shipments. Services include furnishing all personnel, equipment, facilities, supplies, services and materials, except as specified as Government furnished, for the preparation of personal property of military members and civilian employees for movement or drayage and related services. Service areas include the New York counties of Orange, Westchester-Rockland, Putnam-Dutchess, Ulster- Sullivan as well as Fairfield CT. The provisions of FAR 52.247-2, Permits, Authorities, or Franchises, are applicable for qualification to perform services under any contract awarded for these packing and crating services. In addition, warehouses are required to be inspected by a government representative and have an installed fire protection system accredited by the cognizant fire insurance rating organization in order to qualify as approved warehouses. The base period of performance will be from 1 January 2010 through 31 December 2010 with four option year periods. The option to extend services clause will be included in the contract(s). The NAICS for this requirement is 488991 and the size standard is $25.5 million.

The object of this sources sought notice is to identify potential business sources capable of performing this service and using the capability information provided in the recommendation of the set aside decision. Be advised that by adding your company to the interested vendors list, without providing the requested capability information, will preclude your company from being considered in the set aside decision. Interested companies shall provide their capability information by email to the point of contact no later than 17 June. The capability information provided should be in sufficient detail to show recent experience in providing these services. Provide information regarding meeting the required qualifications. Provide the latest date when your facility was inspected by a government representative. Besides providing the preceding capability information indicate in your response the type and size of business (small, HUBZone, 8a, or Service Disabled Veteran Owned Small Business), the name and address of the company, DUNS number, and a point of contact to include telephone number and email address. Indicate which county(ies) you are interested in providing these services. Be advised that this is a sources sought announcement only. There is no solicitation available at this time. Requests for a solicitation will not receive a response. Questions regarding this requirement will not receive a response at this time.
