SPECIAL NOTE: Solicitation W91ZLK-09-R-0010 replaces W91ZLK-09-R-0008 which is cancelled in its entirety.

The Aberdeen Installation Contracting Division has a commercial requirement for Post Wide Custodial Services. The resultant contractor shall provide custodial services to Aberdeen Proving Ground(APG), Maryland which covers both the Aberdeen Area and Edgewood Area. The incumbent contractor is Monarch Building Services, Inc.

The contractor shall provide all labor, supplies, supervision, tools, materials, equipment, and transportation necessary to provide custodial services in accordance with the contract. There is an estimated 3,521,012 square footage of floor space that will receive custodial services. This acquisition is a 100% Total HUBZone set-aside. The applicable NAICS code is 561720 and the small business size standard is $16.5 million. The Base Period will be from 1 Oct 09 through 30 Sep 10 with the Government's option to extend four(4) subsequent years.

All custodial employees shall have a background check investigation. Custodial services shall be performed in 493 buildings of these 170 buildings are located in Restricted Areas that require individual employees to have a Security Background Investigation(SBI). By 2015, it is anticipated that there will be an increase in the number of buildings and square footage due to the Base Realignment and Closure(BRAC)activities at APG. It shall be noted that by June 2010, the selected contractor shall have sufficient manpower that can obtain and retain a Top Secret(TS) Security Clearance based on SBI with eligibility for Sensitive Compartmented Information(SCI) before they can begin performance in areas designatd requiring TS/SCI. The designated areas will consist of approximately 342,000 sq ft that shall receive a combination of Senior Level and 3-day Services. The Collective Bargaining Agreement(CBA)of the current contract shall be binding upon the succesors and assigns. This CBA becomes the Wage Determination for the follow-on Solicitation.

All contractors who want to access the Solicitation will be required to register with the Central Contractor Registration(CCR) website, www.ccr.gov. Business opportunities are located on the Federal Business Opportunities(FedBizOpps) website, www.fedbizoppsgov. Solicitation W91ZLK-09-R-0010 will be posted at the Army Single Face Industry(ASFI) website, www.acquisition.army.mil/asfi/. It is highly recommended that contractors keep informed of changes by viewing the ASFI website frequently. Lack of CCR Registration will make an offeror ineligible to download the Solicitation and for Award. Contractors must ensure their Representations and Certifications are current. Contractors may electronically complete their Reps and Certs online at http://orca.bpn.gov/. Paper copies of the Solicitation and Amendments, if any, will not be available nor issued. Any questions pertaining to the Solicitation shall be provided to the Contracting Officer, in writing, at the email- clintonia.fletcher@us.army.mil to be considered for a response. It is anticipated that Solicitation W91ZLK-09-R-0010 will be issued on or before 22 June 09.
