PHRD Grant for Preparation of Technology Competitiveness Enhancement Project
GENERAL PROCUREMENT NOTICE

The Republic of Armenia has received financing in the amount of US$ 990,000 equivalent from the World Bank toward the cost of the Grant for Preparation of Technology Competitiveness Enhancement Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the Government of Republic of Armenia.

The objective of the Grant is to prepare the Technology Competitiveness Enhancement Project, the objectives of which are increasing opportunities for innovation and employment in the information and communication technology and information technology enabled service sector, enhancement competitiveness and improving access to information for citizens and businesses in Armenia.

The Grant will include the following components:
 Component 1. ICT Infrastructure, including PPP framework for countrywide data network development, spectrum study and overall implementation assistance;
 Component 2. Technology clusters, venture capital, financial markets, , including Gyumri technocity business planning, modeling and design, Yerevan technopark design, venture capital fund design and capital market development assistance;
 Component 3. IT Industry and e-services, including IT industry policy development, implementation assistance for National PC program, e-society strategy development and implementation assistance, high-tech industry survey;
 Component 4. Workshops, conferences, trainings, PR;
 Component 5. Project Management.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

Specific procurement notices and expressions of interest for contracts for goods/consultancy services will be announced, respectively, as they become available, in UN Development Business and dgMarket as well as in “Hayastani Hanrapetutyun” local newspaper.

Interested eligible bidders who wish to be included on the mailing list to receive invitations to prequalify/bid under ICB procedures, and interested consultants who wish to receive a copy of advertisement requesting expressions of interest for consultancy contracts, or those requiring additional information, should contact the address below.
