UK-Darlington: administration of teachers' pension service.

II.3) SHORT DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR
SERVICES: This notice describes a requirement by the Department of
Children, Schools and Families (DCSF) to award a contract for the
administration of the Teachers' Pension Scheme (TPS). The TPS is a defined
benefit contributory pension scheme open only to members of the teaching
profession in England and Wales. The TPS is a statutory scheme, managed by
the DCSF, whose provisions are set out in regulations. The total
membership the scheme is approximately 1 500 000 members, with a split of
559 000 active, 454 000 deferred and 542 000 pensioner members. (All
figures in GBP).
In 1996 the predecessor to DCSF outsourced the administration of the TPS
and in 2003 a further 7 year contract was awarded. In both cases following
a competitive tender Capita Hartshead was the successful bidder for the
contract. The second contract was extended by one year to 30.9.2011 and
DCSF is now looking to re-tender this contract. DCSF plan to award the
contract by October 2010 to allow for any transitional requirements.
DCSF is looking for the next contract to deliver innovation alongside
continuous improvements and enhancements to the nature and range of
services associated with the administration of the TPS.
In particular DCSF will be looking to secure a range of technical
improvements to enhance the web-based services available to employers and
members; to improve stakeholder communication to ensure members are better
informed about the value of TPS membership and the ways in which they can
make full use of the scheme's provisions and flexibilities in planning for
their retirement; and to ensure TPS administration supports the
Government's policies on extending working lives and individuals taking
greater responsibility for making adequate provision for their retirement.
The re-tendering of this contract will be conducted under the Competitive
Dialogue procurement process.

OJEU notice published - 11.9.2009 - interested parties will enter a Prior
Qualification Phase.
Invitation to participate in Competitive Dialogue - 25.1.2010.
Invitation to Submit Final Tenders - approx. July 2010.
Notification of preferred supplier - approx. Oct 2010.
Contract start 1.10.2011.

II.7) ADDITIONAL INFORMATION: The Department will host an Awareness Event
in Darlington in July 2009. Attendance is not mandatory, and all material
issued at this event will be made available in the Pre-Qualification Pack
issued to those responding to the Contract Notice. The event will provide;
— background information about the TPS,
— an explanation of the current service delivery arrangements,
— an outline description and timetable for the procurement process.
We expect the event will take no more than 2 hours and is planned to run
from 2 - 4pm on 8.7.2009.
