University's Centre for Advanced Instrumentation (CfAI) seeks to purchase
2 scientific cameras comprising large diameter, astronomy-grade lenses
assembled into precision engineered mechanical housings. The cameras will
form part of the High Resolution Spectrograph (HRS) which is being
constructed for the 11 metre Southern African Large Telescope (SALT).
The scope of the contract is for: the final optical design optimisation
from a Zemax optical design supplied by CfAI, sourcing of prescribed
optical glass blanks, figuring and polishing of lens elements, coating of
lenses with the specified antireflection coatings, measurement of lenses
(including interferometric tests where appropriate) detailed mechanical
design and construction of housings, integration of lenses into housing,
performance testing of assembled cameras and delivery to the UK.
The red camera has a focal length of 208.5 mm and is optimised for
wavelengths of 555 nm to 890 nm; it compromises 6 optical elements, the
physical diameter of the largest optical element being 225 nm. The blue
camera has a focal length of 166.8 mm and is optimised for wavelengths of
370 nm to 555 nm; it comprises eight optical elements, the physical
diameter of the largest element being 240 nm. The performance of the
camera systems shall be such that they achieve better than 2 pixel Nyquist
sampling at the highest resolving power.

VI.3.1) Body responsible for appeal procedures: As in section V1.4.2

VI.3.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: This authority will incorporate a minimum 10 calendar day
standstill period at the point information on the award of the contract is
communicated to tenderers. This period allows unsuccessful tenderers to
seek further debriefing from the contracting authority before the contract
is entered into. Applicants have 2 working days from notification of the
award decision to request additional debriefing and that information has
to be provided a minimum of 3 working days before expiry of the standstill
period. Such additional information should be requested from the address
in section 1.1.
If an appeal regarding the award of a contract has not been successfully
resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for
aggrieved parties who have been harmed or are at risk of harm by a breach
of the rules to take action in the High Court (England, Wales and Northern
Ireland). Any such action must be brought promptly (generally within 3
months). Where a contract has not been entered into the court may order
the settling aside of the award decision or order the authority to amend
any document and may award damages. If the contract has been entered into
the court may only award damages.
