Prin utilizarea celor mai eficiente produse biocide, cu actiune si remanenta pe o perioada de timp cat mai indelungata; printr-un pachet cat mai cuprinzator si mai avantajos de facilitati si servicii conexe, acordat de catre un prestator, daca acest lucru se impune pe parcursul derularii acordului - cadru (conform pct. II.2.2 al fisei de date a achizitiei). Incheierea acordului - cadru cu un singur operator economic este determinata de necesitatea asigurarii unor contacte stabile, bazate pe eficienta si promptitudine, absolut indispensabile respectarii masurilor sanitaro - antiepidemice precizate în politica si strategia de sanatate publica a României.
