Provision of Infrastructure Support Services to Third Sector Organisations
in the Borough of Rochdale.

II.1.5) Short description of the contract or purchase(s): We are inviting
tenders from established and suitably qualified organisations for the
provision of infrastructure support services to Third sector organisations
in the borough. For this contract infrastructure support is defined as:
"Activities, resources and support that strengthen the skills, ability and
confidence of people, voluntary organizations, and community groups to
take effective action and leading roles in the development of their
communities". (Based on "Firm Foundations" Home Office 2004) The key
elements of the specification for the service are:
— Coordination of volunteering activities,
— Coordination of Third sector (VCS) activity,
— Policy analysis,
— Maximising contribution of the sector to thematic partnerships and their
sub groups,
— Providing access to expert advice on health and safety, human resources,
legal,
— Providing advice on business planning,
— Providing advice and assistance around community accountancy,
— Produce and maintain a resource library for the sector,
— Provide and coordinate access to training,
— Advice on governance, policies and procedures,
— Promotion of quality assurance standards,
— Provide access to funding information, advice and support,
— Community development,
— Ensuring views of hard to reach groups are reflected in decision making.
