GENERAL PROCUREMENTNOTICE COUNTRY : Republic of Serbia NAME OFPROJECT: Corridor X Highway Project Sector:Transport GENERAL PROCUREMENT NOTICE Project IDNo. P108005 The Republic of Serbiahas applied for financing from the World Bank toward the cost of the Corridor X Highway Project, and intends to apply part of the proceeds to payments for goods, works, related services and consulting services to beprocured under this project. The Project will be undertaken by the ProjectImplementing Entity, Koridor 10 Drustvo saOgranicenom Odgovornoscu, Limited Liability Company (K10DOO). The total cost of the Corridor X program is estimated at EUR 1.3 billion, of which the World Bank willcontribute US$ 388 million. The objective of the Project is to increase transport efficiency andimprove traffic safety on three sections of Corridor X, between Nis and Dimitrovgrad and Grabovnica and Donji Neradovacrespectively, and toimprove road management and road safety in Serbia. The World Bank financed project will include the followingcomponents: Part A. M-1 Road (E75) Corridor Xd. Carrying out a program of works and equipment for the construction oftwo sections of motorway totalingabout 32 km, one section between Grabovnica and Grdelica (length 7,9 km), and second section between Vladicin Han and Donji Neradovac (subsections:Vladicin Han-Mostanica length 13,8 km and Mostanica-Donji Neradovac length 12,5 km), half on new alignment and half involving anupgrading of the existing road, including: 1. the relevant electrical and mechanical facilities, annex areas, tollplazas and buildings, interchanges and some interconnectingroads to improve integration with the local road network; 2. a full profile motorway with four 3.75 meters traffic lanes and design speed of 120km/h for both sections; and 3. the procurement of a consulting firm to provide engineering servicesfor said program. Part B. M 1-12 Road (E80) Nis Dimitrovgrad Corridor Xc. Carrying out a program of works and equipment for the construction ofabout 9 km, of motorway on asection of the corridor to the north of Dimitrovgrad, on a new alignment, four lanes and 120km/h designspeed,including: 1. the relevant electrical and mechanical facilities, annex areas, tollplazas and buildings, interchanges and some interconnectingroads to improve integration with the local road network; and 2. the procurement of a consulting firm to provide engineering servicesfor said program. Part C. Road Safety. Provision of goods, equipment, technical assistance and training for: 1. road safety capacity building, including support forthe establishment of a national road safety council; 2. the creation of a road safety performanceframework; 3. the development and launching of a national road safetystrategy; 4. the preparation and piloting of two multi-sector roadsafety pilots;and 5. the procurement and establishment of a road safetydatabase and other road safety equipment. Part D. Implementation Assistance and Institutional Support. Support to the Project Implementing Entity through the provision of goods, equipment (includingvehicles), technical assistance and training and the financing of Incremental Operating Costs for: 1. the carrying out of separate, independent supervisionof environmental and social aspects of activities under Parts A and B of the Project; 2. Project management and implementation, includingprocurement and other experts; 3. the carrying out of an independent technical audit,including engineering aspects, design, quality review and supervision of works to be carried under, respectively, Parts A and B ofthe Project; and 4. the development and implementation of a reform actionplan for the institutional strengthening of Public Enterprise ''Roads of Serbia''. Procurement of contracts financed by the World Bank will beconductedthrough the procedures as specified in the World Bank's Guidelines: Procurement under IBRDLoans and IDA Credits (dated May 2004 and revised in October 2006), and is open to all eligible bidders as defined in the guidelines. Consulting serviceswill be selected in accordance with the World Bank's Guidelines: Selection and Employment ofConsultants by World Bank Borrowers (dated May 2004 and revised in October 2006). Specific procurement notices for contracts to be bid under the WorldBank's international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as theybecome available, in UN DevelopmentBusiness , dgMarket , Official Gazette of Republic of Serbiaand electronic Portal http://portal.ujn.gov.rs with free access. The prequalification of contractors will be required for contracts within Part A ,first for the section Grabovnica-Grdelica, and second for the section Vladicin Han-Donji Neradovac, (subsections: Vladicin Han-Mostanica and Mostanica-DonjiNeradovac).
