MOINAK ELECTRICITY TRANSMISSION PROJECT

GENERAL PROCUREMENT NOTICE

The Kazakhstan Electricity Grid Operating Company (KEGOC) intends to receive a loan from the International Bank for Reconstruction and Development (IBRD) in the amount of US$48 million and intends to use the proceeds of this loan towards payments for turnkey construction of the transmission lines and extension and modernization of substations, and the related consultant services.

The overall project includes the following components:

(a) Construction of transmission lines, including 220kV Moinak Hydro Power Plant (HPP) - Sary-Ozek Overhead Transmission Line (OHTL), 220kV Moinak HPP - Shelek OHTL, 220kV OHTL enterings at Sary-Ozek substation (SS);
(b) Substation extension and modernization, including construction of 220/110kV Outdoor switchgear at Moinak Hydro Power Plant, extension and reconstruction of 220kV Sary-Ozek SS and reconstruction of 220 kV Shelek SS;
(c) Consulting services for procurement and project management.

Procurement of the contracts financed by the IBRD will be conducted through the procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition, published in May 2004 and revised in October 2006), and is open to all bidders from eligible source countries as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition, published in May 2004 and revised in October 2006).

Specific procurement notices (SPN) for contracts to be bid under the World Bank’s International Competitive Bidding (ICB) procedures will be announced, as they become available, in UN Development Business and dgMarket and in local newspapers.

Prequalification of contractors/suppliers will be required for components (a) and (b).
