GENERAL PROCUREMENTNOTICE PAKISTAN THAR COAL AND POWERTECHNICAL ASSISTANCE PROJECT BY WORLD BANK (Project ID P114278; Credit TBD) 1. The Government of Islamic Republic of Pakistan has applied for a credit from theInternational Development Association in the amount of US$30.00 million equivalent, toward the cost of "Thar Coal and PowerTechnical Assistance Project" and it intends to apply part of the proceeds of this loan toward payments for goods, works, relatedservices, andconsulting services to be procured under this project. US$25.8 million will beadministered by the Government of Sindh through its Project Management Unit in Mines and Minerals Development Department(Provincial components) and US$4.2 million by administered by the federal government through its Project Support Unit within thePrivate Power and Infrastructure Board. 2. Theproject will include the following components class="MsoNormal" style="MARGIN: 0in 0in 6pt">Component1: Sector Governance and Capacity BuildingThe objective of this component is to facilitate coal-to-powersectordevelopment based on internationalgood standards, including ancillary infrastructure development, by building the government's capacity to manage and supervise thesector. To this end, the component will comprise: A. Thar Coal assessment and technical studies (partially parallel financed with the Government of Sindh underapproved PC-IIs schemes): i. Reviewing existing studies and identifying information gaps. ii. Undertaking field surveys to address data gaps including, inter alia, coalbed methane, gasification, and carbon capture and storage related to theThar coalfield through the Mines and Minerals Development Department. iii. Supervising, monitoring and providing technical assistance with developing the watermaster plan for Thar area, through theSindh Coal Authority in coordination with theSindh Irrigation and Drainage Authority (SIDA). iv. Undertaking environmental and socialwork, including environmental and social baseline assessments for the Thar coalfield, a strategic environmental and socialassessment for the coal-to-power sector, development of a land-use plan for the Thar coalfield and a Spatial Development Plan forThar Block I, through the Mines and Minerals Development Department in collaboration with the Ministry of Environment, the federaland provincial environmental protection agencies, and the Sindh Social Welfare Department; and establishing a computerizedenvironmental and social database and registry with the Sindh Environmental Protection Agency. B. Policy, legal, regulatory and safeguards advice i. Developingoverarching policy, legal, regulatory and safeguards frameworks for coal, coalbed methane, potential future carbon storage, and related publicprivatepartnerships. ii. black; mso-bidi-font-weight: bold; mso-bidi-font-style: italic">Developing overarching policy, legal,regulatory and safeguards frameworks for coal-fired power generation, potential future carbon capture, and related public privatepartnerships. iii. Developingand adopting an operational environmental and social management framework for the coal-to-power sector, including undertaking local consultations in the Thararea, in coordination with the Ministry of Environmentand the federal and provincial environmental protection agencies. C. Institutional Reform and Capacity Building i. Strengthening thecapacity of the Sindh Mines and Minerals Development Department, Directorate General for Mines and Minerals, Sindh Coal Authority,and Inspectorate for Mines to improve sector governance andcapacity to manage coal and provincial-level ancillaryinfrastructuredevelopment. ii. Strengthening the capacity of the Ministry of Water and Power, the PrivatePower Infrastructure Board, and NationalElectric Power Regulatory Authority to improve sector governance and capacity to manage coal-generated power and federal-levelancillary infrastructure development. iii. Strengthening the Thar Coal and Energy Board to facilitate quality private investments for coaland coal bed methane-to-power projects in Thar by making it operational, including the development of procedures, guidelines, staffplans and capacity building. iv. Improving the regulatoryefficiency of the Mines and Minerals Development Department, including setting up a computerized mining cadastre system and ageographical information system for management of resource information province-wide. v. Setting up of a GrievanceRedressal Committee with the Mines and Minerals Development Department for the Thar coalfield area. vi. Building the capacity of the Mines and Minerals DevelopmentDepartment, Sindh Environmental Protection Agency, Sindh Coal Authority, Directorate General for Mines and Minerals, Inspectorateof Mines, local agencies, and local communities and NGOs for environmental and social management and monitoring of thecoal-to-power sector, and skills training for local communities and NGOs vii. Building the capacity ofthe Ministry of Water and Power, Private Power Infrastructure Board, Ministry of Environment and the federal EnvironmentalProtection Agency for environmental andsocial management and monitoring of coal-fired power generation. viii. Building capacity of theMines and Minerals Department and Mineral Wing of Ministry of Petroleum and Natural Resources for the framing of coalpolicy. Component 2:Transaction Advisory Services The objective of this component is to provide expert advisoryservices to help attract quality private investors to develop Thar Block I through to contractual close while working towardsfinancial close in the shortest possible time. Preparation for this transaction willinclude consideration of the investment role of IFC and other IFIs into mine/ power plant/ ancillaryinfrastructure development tobe reflected in the bidding documents. The methodology and documentation that will bedeveloped for this transaction will be applicable to forthcoming developments and will assist the government in structuring futurecoal-to-power transactions. The activities to be supported under this component willinclude: A. Finalizing and adopting the Coal Road Map, bid methodology for TharBlock I transactions, the Information Memorandum, and the Transaction Principles and Intentions policy document for Thar Block I,through the Thar Coal and Energy Board. B. Providing transaction advisory services for a coal minetransaction in Thar Block I, including preparation / issuance of requests for proposals, market soundings, and assistance to thegovernment with bid collection, evaluations, negotiations, and capacity building towards financial closing. C. Providing transaction advisory services for power plant(s)transaction(s) in Thar Block I, including preparation / issuance of requests for proposals, market soundings, and assistance to thegovernment with bid collection, evaluations, negotiations, and capacity building towards financial closing. Component3: Project Management and Communications The objective of this component is to ensure that project financed activities are supervised and managed in accordance withthe Bank standards.
