Facilities Management Services for the core administrative estate of Welsh
Assembly Government (Phase 1).

II.1.5) Short description of the contract or purchase(s): The Welsh
Assembly Government has undertaken a significant amount of work to
evaluate the existing FM provision to its core administrative estate;
identifying opportunities for the delivery of more effective and efficient
FM services to its administrative premises across Wales. The preferred
contractor model for delivery is to procure 1 national contract for the
provision of 'Hard FM' services and to regionalise the provision of 'Soft
FM' into 5 individual regional contracts.
This OJEU notice is specific to phase 1 of this work and will focus on the
procurement of the national 'Hard FM' contract (Lot 1) and the North
regional 'Soft FM' contract (Lot 2). The remaining 4 'Soft FM' regional
contracts will be procured as phase 2 via a separate OJEU notice at a
later date.
The Welsh Assembly Government is committed to achieving sustainable
development outcomes from all its activities.
The successful contractor and sub contractors are required to take account
of sustainable development e.g. environmental, social and economic impacts
of delivery and to actively participate in the protection of the
environment whilst building the social and economic regeneration of the
community and surrounding areas.
The successful contractor will, as part of the tender submission, be
required to demonstrate their commitment to sustainable development in the
delivery of the contract.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: Lot 1: A single National Hard FM
contract.
A single pan Wales contract for 'Hard FM' services to the Welsh Assembly
Government administrative estate, totalling 109 769 m² of office space
across Wales. The services shall comprise the provision of material,
equipment, plant and labour resources to perform and manage the provision
of the following services: General Maintenance services, Specialist
facilities management services, Professional services and Estates
Professional services. This list is not exhaustive and organisations are
asked to refer to the detailed list of services provided within the
pre-qualification questionnaire when considering tendering for this or any
related lot.
Lot 2: A single North Region Soft FM contract.
A single contract for 'Soft FM' services to the Welsh Assembly Government
administrative offices within the North Wales region, totalling 14 989 m².
This region to encompass all administrative properties within the
following counties: Ynys Mon, Gwynedd, Conwy, Denbighshire, Flintshire and
Wrexham. The services shall comprise the provision of material, equipment,
plant and labour resources to perform and manage the provision of the
following services: General Soft FM services e.g. Office Cleaning, Window
Cleaning, Hygiene services, Waste management and Pest control.
Additionally at the new office in Llandudno Junction only, in addition to
the Soft FM services described, we will be procuring the provision of
Front of House services e.g. Manned Security guarding and reception
duties; also Business Support Services e.g. mailroom and porterage
services. This list is not exhaustive and organisations are asked to refer
to the detailed list of services provided within the pre-qualification
questionnaire when considering tendering for this lot or any related lot.

the Welsh Assembly Government administrative offices within the North
Wales region, totalling 14 989 m². This region to encompass all
administrative properties within the following counties: Ynys Mon,

comprise the provision of material, equipment, plant and labour resources
to perform and manage the provision of the following services: General
