SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority: A
framework agreement on electricity at The Library's sites in Oslo and Rana
2009 til 2013.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Supplies.
Purchase.
Main place of delivery: Henrik Ibsens gate 1, Oslo and Finsetveien 2, Mo i
Rana.
II.1.3) The notice involves: The establishment of a framework agreement.
II.1.4) Information on framework agreement: Framework agreement with a
single operator.
Duration of the framework agreement: Duration in year(s): 4
Estimated total value of purchases for the entire duration of the
framework agreement:

Range: between 10 000 000 and 12 000 000 NOK.
II.1.5) Short description of the contract or purchase(s): The National
Library of Norway will receive offers for deliveries of electricity at its
locations in iFinsetveien 2 Mo i Rana, Henrik Ibsens gate 1 Oslo og
Observatoriegaten 1 Oslo reaching from August 2009 to July 2009. The
procedure is an open tender above the limit for national tender
competitions. The contract is a 2 year framework agreement with options
for prolongation of 2 times one year, alternatively a 3 year framework
agreement with an option for prolonging it by 1 additional year.
For all alternatives only renewable (green) energy is the only product in
demand.
Energy consumption is for the year 2008 estimated to 6,5 mil. KWh.
The new contracts will start running from 1/8-09.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: For 2008 the consumption is estimated at
about 6.500.000 kWh This should constitute a total delivery over 4 years
of about 26.000.000 kWh. The estimate is given without obligations for the
customer. During the contract period the institution might take on leases
for additional floor space that might increase the consumption slightly.
Estimated value excluding VAT:
Range: between 10 000 000 and 12 000 000 NOK.
II.2.2) Options: Yes.
Description of these options: The offer must contain two alternatives
regarding the length of the fixed price contract period and options for
prolonging the contract period further.
The first alternative is a 2 year fixed price contract with options for
prolongation of 2 times one year.
The second alternative is a 3 year fixed priced contract with an option
for prolongation of 1 additional year.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Starting:
1.8.2009. Completion: 31.7.2012.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: A fixed price
contract with a possibility for the supplyer to adjust his price if the
National Library should invoke an option for prolonging the contract
period.

III.2) CONDITIONS FOR PARTICIPATION

formalities necessary for evaluating if requirements are met: Company
registration certificate.
Value added tax certificate.
Company tax certificate.
Self-declaration regarding health, environment and safety in compliance
with Appendix 2 (“Vedlegg 2”) of the Norwegian procurement regulations
(“Forskrift om offentlige anskaffelser”).
A declaration issued by the supplyer as to that his company have not been
sentenced for being involved in criminal activities etc.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: See the tender document.
Presentation of balance-sheets where publication of the balance-sheet is
required under the law of the state where the company is established.

III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met:
A statement of the company's heatlh, environment and safety policy.
A statement of the quality assurance/quality control system operated by
the company.

There is an absolute demand for the bidders to have obtained sertification
for being environmental viable as to ISO 14001 or similar sertification.
