Description(a) In order to assist SMEs to become more innovative, efficient and competitive, the Department wishes to enhance its current suite of business improvement tools to analyse a business's performance and provide advice on operations. 
 - Multiple tools will be considered as it is unlikely that a single tool will meet all the needs of Enterprise Connect clients.  The tools may cover a number of different business improvement areas such as innovation, strategy, human resources or other issues around growth.  The tools may be suitable to a broad range of Enterprise Connect clients or may be specific to SMEs in the creative, clean energy, defence, remote, regional and mining technology sectors
(b) The Department's requirements are set out in more detail in Schedule 1.
(c) Any contract entered into as a result of this RFT will be based on the Draft Form of Contract. However, the Department may vary the terms and conditions (see clause 26(a)).
Conditions for Participation- The tenderer and any subcontractors proposed in the tender must not be named as not complying with the Equal Employment Opportunity for Women in the Workplace Act 1999 (Cth)
- The tenderer and any subcontractors proposed in the tender are not insolvent, bankrupt, in liquidation, or under administration or receivership
- The tenderer must state any circumstances or relationships which constitute or may constitute a conflict or potential conflict of interest in relation to this RFT or the Tenderer's obligations under any contract resulting from this RFT.
Timeframe for DeliveryThe contract/s will run for 12 months from July 2009 with 3 option periods, each being 12 months in duration, to extend the contract/s beyond this period if required.
