GENERAL PROCUREMENT NOTICE Jordan Promotion of a Wind Power Market Project Grant No. GEF TF092162JO Project ID No.P093201 The Government of the Hashemite Kingdomof Jordan through the Ministry of Planning and International Cooperation has receivedfinancing in the amount of US$ 6 million equivalent from the GlobalEnvironmental Facility (GEF) through the World Bank acting as an implementing agency for the GEF. The GEF grantis for the benefitof the Ministry of Energy and Mineral Resources (MEMR) toward the cost of the Promotion of Wind Power Market in Jordan and itintends to apply the proceeds as follows: 1. US$ 1 million for technical assistance for development of a wind power plant (Fujeij Wind IPPproject); 2. US$ 3.4 million for establishing a financing mechanism for the JordanRenewable Energy and EnergyEfficiency Fund (REEF) and providing financial support to REEF; 3. US$ 1.4 million for technical assistance in the development of the legal, regulatory, institutional andpolicy frameworks for the development of renewable energy resources; and 4. US$ 0.2 million for developing a market for sustained renewable energy. The Fujeij Wind IPP Project, includingall support facilities is to be developed on a Build # Own # Operate basis and shall provide electricity to the National ElectricPower Company (NEPCO) for a period of 20years. The financing, development, design, procurement of equipment, construction andoperation and maintenance of the wind farm up to the high voltage 132kV bushing of the step-uptransformers at the connection site will be the responsibility of the successful bidder (Sponsor). The Sponsor will also beresponsible for providing and installing the necessary medium voltage circuit breakers with theircontrols and the necessarystep-up transformers to interface the project with the 132 kV electrical networks at the terminalsof the wind farm. The SCADA system, metering and protection system, communication system, necessary RTUs and any otherrequirementsfor the proper operation of the wind farm should also be provided by the Sponsor. All the goods and works financed out ofthe proceeds of the GEF grantwill be procured in accordance with the procedures as specified in the World Bank's "Guidelines: Procurement under IBRD Loans and IDA Credits" (current edition). Consultant servicesfinanced out of the proceedsof the GEF grant will be procured in accordance with the procedures as specified in the World Bank's:"Guidelines: Selection and Employment of Consultants by WorldBank Borrowers" (current edition). Specific procurement notices forcontracts to be bid under the World Bank's international competitive bidding (ICB) procedures and for contracts for consultancyservices will be announced, as they become available, in UN Development Business and dgMarket and localJordan newspapers (Al Rai, Al-Deyar, Ad-Dustour, Alarabalyawm, Alghad, The Jordan Times). Prequalificationof developers will be required for the Fujeij Wind IPP Project.
