III.2.1) Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers
Information and formalities for evaluating if requirements are met:
a) Certificat constatator emis de Oficiul Registrului Comertului, care sa ateste faptul ca nu este în stare de faliment sau lichidare si din care sa reiasa obiectul de activitate, valabil la data deschiderii ofertelor (copie conform cu originalul);
b) Certificat de înregistrare emis de Oficiul Registrului Comertului (copie conform cu originalul);
c) pentru persoanele fizice române - autorizare de functionare sau orice alte documente justificative din care sa rezulte ca are capacitate de exercitare a activitatii (original sau copie legalizata);
d) persoane fizice si juridice - copie conform cu originalul de pe autorizatia de prestare a serviciilor de comunicatii date pe teritoriul României, emisa de ANRCTI (Autoritatea Nationala de Reglementare în Comunicatii si Tehnologia Informatiei), valabila - Licenta emisa de ANRCTI - ANCOM

Declaratie privind neîncadrarea în situatiile prevazute de articolul 181 din O.U.G. 34/2006.
Pentru persoane juridice straine:
Documente edificatoare care sa dovedeasca o forma de înregistrare ca persoana juridica sau de înregistrare/atestare ori apartenenta din punct de vedere profesional, în conformitate cu prevederile legale din tara în care ofertantul este rezident (traducere legalizata).
III.2.2) Economic and financial capacity
Information and formalities for evaluating if requirements are met:
a)Declaratii prin care ofertantul va demonstra realizarea unei cifre medii anuale de afaceri globala, pe ultimii trei ani egala sau mai mare decât: 3.900.000 lei.
b) Rezultatele ultimelor doua exercitii financiare si a bilantului contabil la 31.12.2008, vizate si înregistrate de organele competente (copie stampilata, semnata si cu mentiunea "conform cu originalul" pe fiecare pagina).
III.2.3) Technical capacity
Information and formalities for evaluating if requirements are met:
a) Lista principalelor prestari de servicii, similare cu cele ofertate, în ultimii 3 ani. Ofertantul va demonstra ca a îndeplinit si finalizat în ultimii 3 ani, cel putin un contract care a avut ca obiect prestarea unor servicii similare si a caror valoare este de cel putin 391.000 lei. Se vor prezenta minim 3 recomandari dintre care una aferenta contractului respectiv.
b) Informatii privind personalul tehnic de specialitate si de asigurarea calitatii: Ofertantii trebuie sa asigure pentru îndeplinirea acordului cadru cel putin 10 persoane cu experienta de minim 6 luni în domeniul serviciilor de comunicatii date si care pot asigura derularea în bune conditii a acordului cadru. Se vor prezenta CV-urile persoanelor responsabile de derularea acordului cadru.
c) Declaratiile privind partea/partile din acordul cadru care sunt îndeplinite de subcontractanti si specializarea acestora
d) Lista sucursalelor/filialelor din toata tara.
D.Standarde de asigurarea calitatii:
a) Dovada certificarii ISO 9001 sau ISO 9002 pentru sistemul de management al asigurarii calitatii;
b) Pentru Servicii de comunicatii date - VPN: Dovada certificarii ISO 27001 pentru Sistem de Management pentru Securitatea Informatiei, valabil la data deschiderii ofertelor. Documentul de certificare trebuie sa fie emis de un organism de certificare acreditat
sau "certificate echivalente emise de organisme stabilite în alte state ale Uniunii Europene" sau "orice alte probe sau dovezi prezentate de operatorul economic respectiv, în masura în care probele/dovezile prezentate confirma asigurarea unui nivel corespunzator al calitatii", conf. art.192 si 193 din OUG 34/2006. valabile la data deschiderii ofertelor
