GENERAL PROCUREMENT NOTICE

The Federal Government of Nigeria, on behalf of the Power Holding Company of Nigeria PLC (PHCN), has received financing in the amount of two hundred million United States Dollars (US$200 million) equivalent from the World Bank toward the cost of the Nigeria Electricity and Gas Improvement Project (NEGIP), and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

The project will include the following components:

Goods & Works

Description of the Main Project Components
1. Rehabilitation and Reinforcement of 330/132kV Transmission Substations
2. Rehabilitation of Power Transformer Workshop
3. Correction of Switchyard Deficiencies in 330/132 kV Transmission Stations to Optimize SCADA/EMS/Telecom Project under the Transmission Development Project (TDP)
4. Electrical Rehabilitation of Alagbon 132/33 kV Substation Equipment in Lagos
5. Civil Reconstruction and Flood Control of Sinking 132/33kV Alagbon Substation in Lagos
6. Rehabilitation and Reinforcement of Eleven (11) 33/11kV Distribution Substations & Associated Downstream HT/LV Distribution Facilities
7. Supply & Installation of 300No. 11KV Sectionalizers at Karu, Kubwa, Luth, Ogba, Agege & Idiaraba Injection Clusters
8. Rehabilitation of 33kV Switchgear & Cables in Eko Distribution Networks, Lagos

Consultancy Services

Description of the Main Project Components
1. Studies for rehabilitation and management options in PHCN Generation Companies
2. Developing/refining MYTO, related subsidy delivery mechanisms, Power Purchase Agreements
3. Designing gas infrastructure and transmission and distribution systems
4. Technical Assistance for preparation of Technical Specifications for the Rehabilitation of Power and Distribution Transformers Workshop
5. Engineering Supervision and Site Management of the Rehabilitation and Reinforcement of Old 330/132kV Transmission Substations
6. Engineering Supervision and Site Management of the Civil Reconstruction of Alagbon Substation
7. Business process re-Engineering for Transmission Company of Nigeria (TCN)
8. Engineering Supervision and Site Management of the Rehabilitation and Reinforcement of 33/11kV Distribution Substations
9. Engagement of Technical and Communication Manager
10. Relay Coordination Stability Studies with Capacity Building
11. Capacity building in PHCN successor companies
12. Environmental and Social training and capacity building
13. Capacity building for Market Operation

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (Current Edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (Current Edition ).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket and in local newspapers (Punch & Thisday Newspaper).

Prequalification of suppliers and contractors will be required for the following contracts: Rehabilitation and Reinforcement of Old 330/132kV Transmission Substations: NGP-T2.
