REQUEST FOR EXPRESSIONS OF INTEREST ALBANIA Land Administration and Management Project. Component A:Security of Tenure and Registration of Immovable Property Rights CONSULTING SERVICES CREDIT NO: 4263 - ALB This request for expressions of interest follows the general procurement notice for thisproject that appeared in Development BusinessNo. 699 of 31 March 2007. The Governmentof Albania has received a credit from the International Development Association (IDA), and a Loan from the International Bank forReconstruction and Development (IBRD) and intends to apply part of the proceeds of this credit to payments under the contract for:Development of a Five-Year Corporate Strategic Plan and the First Annual Business Plan for Immovable Property Registration Office(IPRO). The ultimateobjective is to develop and commence implementation of aclear and concise Five-Year Corporate Strategic Plan and a first AnnualBusiness Plan that has the involvement and active participation of internal management and external stakeholders to ensure thatIPRO mandates and objectives are fully supported and able to be achieved and the system is financially sustainable. The Consultantwill work with IPRO management and officials other consultants when available, the project team operating from within IPRO, and other stakeholders as judgednecessary. TheConsultant shall be a firm specializing in strategic planning including financial and annual business plan development. Consultantcompanies must designate one international specialist with proven experience in business planning. The team leader must behighly qualified in financial and business management or MBA and have at least 5 years experience in strategic planning in thepublic and private sectors. Another specialist used must bean international specialist in legalreal property registration with expert knowledge of the topic in EU countries and withexperience in strategic planning for registration agencies. Aspecialist in business planning must have at least 5 years financial and business management experience and proven experience indeveloping and presenting corporate strategic plans and annual business plansfor the private or government sectors. The team mustinclude a specialist with expert knowledge of land registration and cadastre systems in Albania. The Immovable Property Registration Office (IPRO) now invites eligible consultants to indicate their interest inproviding the services. Interested consultants must provide information indicating that they are qualified to perform the services(brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff,etc.). Consultants may associate to enhance their qualifications. A consultant will be selected in accordance with the procedures set out the World Bank'sGuidelines: Selection and Employment of Consultantsby World Bank Borrowers, May 2004.
